Strategist for Sustainable Social Services and Good Care

The vision of Järfälla Municipality – a place for everyone, provides direction for how the municipality should develop in the long term, and the social services department is responsible for ensuring this occurs in the areas of elderly care, disability services, and individual and family care (IFO). Transitions in accordance with the new Social Services Act are part of and support the work with the vision as we collectively build a social service that is preventive, knowledge-based, and equitable – where good meetings build trust. To meet these challenges in the best possible way, we are now seeking a strategist for the transition to sustainable social services and good, close care. The position is organizationally placed within the development area but the assignment is carried out across the entire department in collaboration with managers and employees.

RESPONSIBILITIES

The strategist plays an important role in the department's ongoing work with the transition to sustainable social services and good, close care and will continue our work based on our roadmap 2030, which outlines the department's goals.

You will continue the initiated analysis work and further develop Järfälla's three prioritized process areas that we base our development work on. They are:

  • Preventive and easily accessible social services
  • Knowledge-based social services
  • Equitable and gender-equal social services

Your responsibilities include leading the prioritized areas of the roadmap, communicating, following up, and collaborating. You will do this both internally within Järfälla Municipality and externally with other relevant actors, especially the region, but also in other collaborative contexts where you may represent the municipality. You will collaborate with the entire department, various operations, target groups, and functions. You will have the opportunity to lead colleagues responsible for parts of the various process areas as well as follow up on how the work is carried out in the operations. Other tasks will also become relevant. You will work closely with the steering group for the transition, which in turn reports to the management group of the department.

QUALIFICATIONS

Are you a social worker or do you have an education that is deemed equivalent? Then we have ticked off one requirement. You also need to have broad experience from several of the social services' operational areas, including individual and family care, elderly care, and disability services, covering both children, youth, and the elderly! It is also desirable that you have worked with the civil society as it is an important part of the transition work.

You who will take on this incredibly exciting and large assignment need to have previous experience leading larger overarching development projects in a politically governed organization. It is important to us that you have education or experience in change management or project management, and you are welcome to have management experience. We see it as self-evident that you have good and solid knowledge and experience of the social services' work and the laws that govern the operations. You are well acquainted with the mission of social services, the new Social Services Act, and what changes it entails. It is an advantage if you are also knowledgeable about the agreement on good and close care, as it is also part of the municipality's transition. Particularly meritorious are knowledge and experience in preventive work, working based on the best available knowledge, and implementing it in operations.

To be the right person for the job and succeed in this assignment, personal qualities are deemed crucial. You need to have the ability to independently drive processes in a structured manner and also have the ability to shift focus and prioritize as needed, as well as be able to oscillate between working strategically and more hands-on. Furthermore, we see that you are confident and unpretentious and that you have the ability to lead and work with tasks even outside your area of expertise. You also have the perspective that in your role you work as a support to the department's operations in the transition and collaborate with others to achieve jointly set goals.
