The position of Chief of Staff is a newly established role with us, where you will be placed in the municipal executive office. Here, you will work closely with the decisions made in the municipality. The office's work consists of leading, developing, and coordinating activities within several overarching areas. You will report directly to the municipal director and lead a highly competent team within the office.

The Chief of Staff is part of the municipal leadership group. 

Responsibilities

Your overall mission is to lead and develop the office's operations with full responsibility for personnel, budget, and results. By ensuring the right capabilities, methods, and working practices, you will meet the municipality's future development needs and contribute to strengthening the overall governance model. You will play a driving role in operational development, process management, and analysis, where you actively set up, quality assure, and follow up on projects to create maximum benefit for the residents.

As a key player in the leadership group's work, you will create structure and progress while developing the interaction between politicians and civil servants, as well as between the municipal director, the office, and other operations. Through your leadership, you will build a culture that promotes courage, development, and learning, which gives the organization greater leverage and the power to evolve.

The position is a permanent full-time employment with placement according to agreement. The location is at the municipal executive office in Salem's municipal building, and there is an opportunity for remote work. A background check will be conducted on the final candidate.

Qualifications

• University degree in political science, social science, law, or another education deemed equivalent by the employer. 
• Documented experience in a leadership position in the public sector, preferably from municipal operations.
• Very good understanding of municipal processes and politically governed organizations.
• Experience in development work, operational management, and project management.
• Experience in leading and coaching qualified employees.
• Experience working closely with the political level and central case processes in the municipality.
• Experience in development work and process management, with documented good results.
• Experience in quality development work.

To succeed in this role, you are an analytical and strategic leader who easily navigates between strategic and operational issues. You have a natural talent for complex subject areas and are driven to create structure, order, and clear processes at all organizational levels. As a leader, you are confident and responsible with high integrity.

You are a skilled communicator who builds trusting relationships and smoothly manages the interaction between civil servants and politicians. With the courage to challenge established patterns and a genuine interest in community development, you drive change with both enthusiasm and respect.

Your leadership is responsive and coaching, but also clear when needed. You are a warm personality with great sharpness in substantive issues, which creates trust and psychological safety. Furthermore, you are confident in setting requirements regarding compliance and information security and possess the flexibility required in a changing everyday life.
