Assignment Description

We are now looking for a senior project economist for a larger public sector organization within critical infrastructure. The organization is in an expansive development and investment phase with extensive project portfolios and significant investment volumes planned for the next ten years.

The assignment aims to strengthen the economic support to project managers and main project managers in the implementation of complex and capital-intensive construction and infrastructure projects. The projects vary in size and are carried out in different contracting forms such as execution contracts, total contracts, and collaborative contracts.

As a project economist, you will work either in individual projects within a program or in a main project that includes several sub-projects. The content of the assignment may vary over time depending on the phase of the projects and the needs of the organization.

The role involves close collaboration with project management and expert functions and places high demands on analytical ability, structured working methods, and a good understanding of financial management in publicly funded projects.

Responsibilities

You will be part of a function responsible for project and program support within the organization's investment activities. The tasks include, among others:

• Supporting project managers and main project managers in financial matters related to project implementation.
• Working with forecasts, calculations, financial analyses, and investigations.
• Responsible for financial planning, follow-up, and reporting in construction and infrastructure projects.
• Managing and analyzing accounting issues related to projects.
• Following up and analyzing deviations from forecasts and annual plans and contributing to action proposals.
• Contributing to the development of working methods, methods, and processes within project economics.

The work is carried out in close collaboration with project managers, main project managers, and other specialist functions.

Mandatory Requirements

• You must have a university degree in economics.
• At least 10 years of work experience as an economist.
• At least 5 years of documented work experience in the last 10 years in the role of economist in project operations (for example, as a project controller, program controller, or project economist) within construction or infrastructure projects. The experience should be from a supportive function where the main task has been economic work in projects, such as follow-up, analysis, and investigations in collaboration with project managers, main project managers, or equivalent roles. The experience should pertain to operational, project-related work and not overarching controlling at the portfolio or organizational level.
• At least 4 years of documented work experience in the role of economist in project operations (for example, as a project controller, program controller, or project economist) within construction or infrastructure projects where individual projects have a budget of at least 0.5 billion SEK. The main task should have been to work as financial support to projects and then project managers or main project managers or similar roles. The experience should pertain to operational, project-related work and not overarching controlling at the portfolio or organizational level.
• At least 5 years of experience in business development within economics, preferably where the work has led to development within project work and support for project managers or similar roles.

Desirable Requirements

• At least 5 years of work experience as an economist in the public sector.
• At least 5 years of work experience as an economist on both the contractor and client side.
• At least 4 years of experience with AB04, ABT06, and collaborative contracts/project partnering.
