We are looking for a project economist for a larger state actor in energy infrastructure that is undergoing a comprehensive expansion and investment phase with significant investments planned over the next ten years. As the number of large and complex projects increases, so does the need for qualified financial support for project and program activities.
The assignment aims to provide financial support to project managers and lead project managers in managing the financial issues of projects, particularly in larger and more complex infrastructure projects. The projects involved include both individual projects and programs, where several assignments have budgets exceeding 1 billion SEK.
The projects are carried out in various contracting forms, such as execution contracts, total contracts, and collaborative contracts. As a project economist, you can work either in a single project within a program or in a main project that gathers several sub-projects. The content and scope of assignments may vary over time, depending on the phase of the projects and current needs.
The role involves close collaboration with project managers, lead project managers, and various expert functions, and places high demands on analytical ability, a structured working method, and a good understanding of financial management in publicly funded projects.
Job Responsibilities
The consultant will be part of the unit responsible for project and program support within the investment operations. The tasks include, among other things, working with project managers and lead project managers to:
Work with forecasts, calculations, and financial analyses
Support in matters concerning accounting, financial planning, and follow-up
Monitor and analyze deviations from forecasts and annual plans
Conduct financial investigations related to larger construction and infrastructure projects
Required Qualifications
The consultant must have a bachelor's or master's degree with a focus on economics.
The consultant must have at least ten (10) years of relevant work experience as an economist.
The consultant must have at least five (5) years of documented experience in the last ten years in roles related to financial support in project activities, such as project economist, project controller, or program controller, within construction or infrastructure projects. The experience must pertain to operational and project-related financial work, where the main focus has been on follow-up, analysis, and financial investigations in close collaboration with project managers, lead project managers, or equivalent functions. Overall controlling at the portfolio or organizational level is not included in this requirement.
The consultant must also have at least four (4) years of documented experience in the role of economist within large construction or infrastructure projects, where individual projects had a budget of at least 0.5 billion SEK. The role must have involved a clear responsibility to serve as financial support to project managers or lead project managers, focusing on operational, project-related work rather than strategic or overall controlling.
The consultant must have at least five (5) years of experience in business development within finance, with a particular focus on developing working methods, processes, or support related to project activities and project management roles.
Desirable Qualifications
At least five (5) years of experience as an economist in the public sector.
At least five (5) years of experience as an economist on both the client and contractor sides.
At least four (4) years of experience working according to AB 04, ABT 06, as well as collaborative contracts or project partnering.
