Investigator at Arbetsgivarverket

Arbetsgivarverket is an employer organization for the public sector and one of the government’s agencies. Its members include approximately 250 authorities, state-owned enterprises, and other employers related to the public sector. Together with its members, Arbetsgivarverket develops and coordinates public employer policy and signs collective agreements covering approximately 307,000 employees.

Unit's Mission

The Negotiation Unit is responsible for concluding central collective agreements in the public sector. These agreements cover a wide range, including wage agreements, occupational pensions, restructuring, and insurance. The unit is also responsible for joint wage statistics. Currently, 18 people work here in roles such as negotiators, statisticians, analysts, investigators, and chief economists.

The Analysis and Advocacy function, which is part of the Negotiation Unit, consists of a group manager and three investigators. The group's mission is to conduct analyses, respond to consultations, and produce materials that support Arbetsgivarverket's employer policy positions and priorities, as well as to communicate this – internally and externally. The aim is to strengthen the public sector's conditions for long-term development of a purposeful and coordinated employer policy.

Your Responsibilities

You will work on planning, initiating, conducting, and ensuring the quality of analyses on employer policy issues that affect our members. Furthermore, the tasks include monitoring and analysis, where we work in the tool Infodesk.

It also includes ensuring that the analyses are translated into relevant materials for decisions, in consultation responses, positions, or advocacy efforts – internally and externally. Starting points can be both Swedish conditions and an EU perspective, and advocacy efforts can include press releases as well as debate articles.

Your role also includes representing Arbetsgivarverket and its members in various forms of party councils and collaboration groups.

Your Qualifications and Characteristics

For this position, you have:

  • An academic degree in social sciences, law, or another field that the employer deems relevant for the position
  • Several years of experience as an investigator, analyst, or similar role
  • Experience in conducting analyses and investigations as well as compiling reports
  • Good ability to communicate messages and results to different target groups
  • Good understanding of the Swedish labor market model and employer policy issues
  • Excellent ability to express yourself verbally and in writing in Swedish.

Desirable competencies:

  • Experience in planning and driving activities and seminars through collaboration and dialogue
  • Experience in working with education-related issues
  • Experience in a similar role in the public sector
  • Experience in using digital tools for monitoring and utilizing new technical solutions, including AI support.

To succeed and thrive in the role, you have a strong interest in social policy and good analytical skills. This means you can draw conclusions from complex data and events, maintain focus on the whole, and at the same time communicate your knowledge in a pedagogical and target group-adapted manner. You also need to have an excellent ability to communicate in writing and verbally primarily in Swedish and sometimes in English.

To succeed in the role, you also need to have good listening, collaboration, and communication skills. You are an unpretentious team player who appreciates close cooperation with your colleagues, where you collectively seek solutions even when perspectives differ.

About the Employment

The position is a temporary appointment until November 30, 2026, with a possible extension. Desired start date as soon as possible or by agreement.
