FRA is now seeking administrative law attorneys for the legal unit within the chief legal officer's office, tasked with supporting the work at the National Cyber Security Center (NCSC). The NCSC was established in December 2020 at the government's request with the overarching goal of strengthening Sweden's collective ability to prevent, detect, and manage antagonistic cyber threats, with collaboration with authorities and the private sector as an important part of the center's activities. From November 1, 2024, NCSC will be part of FRA.
Your mission
The legal unit is located at the chief legal officer's office. The chief legal officer reports directly to the agency's director general and has the overall responsibility for ensuring that the agency's operations are conducted in accordance with law and other regulations. The chief legal officer is also responsible for ensuring that the agency has appropriate legal support and is responsible for the legal assistance to the agency. The chief legal officer is supported in this task by a deputy chief legal officer and the legal unit, where the agency's lawyers are placed.
Your mission mainly consists of providing legal support to the NCSC's operations. This support includes conducting legal investigations, handling referrals and disclosure cases, and drafting and quality assuring drafts of decisions, internal regulations, contracts, and agreements. You will work with issues related to cybersecurity, EU law, data protection, public access and confidentiality, security protection, contract law, and labor law. You will also conduct internal training. In your daily work, you will have many contacts both internally within the agency and externally with the Government Offices, other authorities, and the private sector. Travel may occur.
You can
We are looking for someone with a law degree or equivalent education. You have very good legal knowledge. The role requires that you have experience in qualified legal work within the administrative law area at a government agency, court, or equivalent. You also have a very good ability to express yourself in speech and writing in Swedish and good knowledge of English.
It is advantageous if you are a notary qualified. It is also advantageous if you have experience in cybersecurity work or from the defense or security sector, work with EU legal issues, data protection, or issues related to public access and confidentiality.

The position requires you to work both independently and in close collaboration with other lawyers and colleagues in other professional categories. It is important that you have good collaboration skills, very good judgment, and high integrity. At times, the work is conducted under time pressure, which requires your ability to work quickly without compromising legal quality. Focus can change rapidly, which requires flexibility. As a person, you are stable and have an easy time creating, maintaining, and developing relationships.

The workplace is located in Solna. Swedish citizenship is a requirement as employment at FRA involves placement in a security class. A requirement for employment is a successful security clearance with a background check. The security clearance will be conducted in accordance with the provisions of the Security Protection Act.
