The Municipal Executive Office is the administration of the municipal council. Here, about 100 employees work in finance and procurement, communication, IT, administration, business, tourism, HR and payroll, switchboard, security, and law.

The Procurement Unit is currently in a development process where we are transitioning from a procurement assignment to taking on the entire procurement process. We also provide support in the procurement process in Tomelilla Municipality and to other organizations within the municipal groups and need to strengthen the organization with a procurement assistant.

You will work in a team consisting of procurement officers, contract managers, vehicle coordinators, and procurement strategists. Overall, the unit consists of eight employees, providing good opportunities for development both in the short and long term.

JOB RESPONSIBILITIES

In the role of procurement assistant, you will ensure ongoing orders and competitive bidding within dynamic purchasing systems, framework agreements, or against purchasing centers. Assisting orderers with sending out RFIs is also part of the assignment.

The assignment also includes supporting procurement officers in various tasks, as well as conducting direct procurements with the support of procurement officers. As a procurement assistant, you do not have independent responsibility for the procurements conducted; the responsibility always lies with the procurement officer or the person responsible for the management.

The assignment involves a lot of communication with orderers and suppliers and must be conducted in a pedagogical manner so that we develop the interaction with orderers and suppliers over time.

It is expected that the person in the role of procurement assistant will develop their skills through the work and eventually take on increased responsibility to fully step into the role of procurement officer.

QUALIFICATIONS

Experiences and skills required for the role:

  • Completed education from a university or vocational college in the field of procurement and/or public procurement.
  • Basic knowledge and competence in contract law and basic business law.
  • Analytical ability, as it is important to be able to place moments and processes in a larger context.
  • Good pedagogical ability in contact with orderers, suppliers, and other stakeholders that develop understanding and knowledge of the municipal procurement process.
  • Good ability to use the technical support available to streamline work, primarily within the Office suite but also within other operational systems.
  • Personal qualities that enable you to function both in the assignment and with others in the group.
