We are looking for an IT procurement consultant for an assignment in Hässleholm.

This is a consulting assignment, with a scope of 50 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The assignment primarily involves being the responsible purchaser for the procurements within the framework of the Vehicle Technology and Services project. The contract for the client's current solution for vehicle technology and services expires in May 2028, and the work to ensure replacement for the current solution is ongoing. The solutions have a significant impact on the client's operations and include hardware, software, and IT services that together affect the delivery of traffic to travelers. The goal of the work is to ensure appropriate vehicle technology with associated services for the entire organization. This must meet the requirements and needs the organization has to achieve the overall goals regarding customer satisfaction, market share, and balanced economy.Responsibilities• Conduct needs and market analyses. Provide information and support to the Client's reference group, as there may be individuals who have no knowledge or experience in procurement. • Establish a timeline for the assignment. Together with the reference group, develop a complete procurement document, in accordance with the Client's templates and instructions. • Advertise the procurement. • Manage questions and answers during the bidding period. • Evaluate bids. • Prepare decision documents and evaluation reports. • Establish contracts. • Be available for questions during the contract freeze and during the contract period. • Assist in any appeals. • Manage confidentiality assessments. • Conclude the procurement, which includes post-advertising, evaluation of the procurement results, and the preparation of informational materials. • Maintain records continuously in the client's record-keeping system

Requirements (IMPORTANT, mandatory)

• Have good knowledge of procurement legislation, its application, and current practices • Have good knowledge of the principle of public access and relevant confidentiality legislation • Have good knowledge of the various processes and methods regarding procurement • Have relevant post-secondary education in economics, technology, law, or equivalent • Documented relevant education in LOU and/or LUF • Be structured and results-oriented, able to plan their work and ensure adherence to given timelines • Have good communication skills, be service-oriented and pedagogical • Have developed collaboration skills and good social competence • Have experience and good knowledge of project management • Have experience as a purchaser or procurement consultant for at least five (5) years and independently conducted procurements by managing the entire procurement process. • Very good ability to express oneself verbally and in writing in Swedish and English • Have good knowledge/experience of the electronic procurement tool TendSign that the client uses throughout the contract period. If the client were to change procurement tools, the bidder is responsible for training their consultants at no cost to the client. • Have good knowledge of Microsoft 365, mainly Word, Excel, and PowerPoint. In addition to general competencies, the procurement consultant should have: At least five (5) years of experience in procurements according to the LOU Act (2016:1145) on public procurement and/or the LUF Act (2016:1146) on procurement in the supply sectors within the IT area to the public sector • Have experience in independently leading several large and complex procurement projects • Have good experience with negotiated procedures, according to LOU/LUF • Experience with various evaluation models, both simpler and more complex • Have good experience in negotiation and cost analysis • Relevant education for the assignment and good knowledge of industry regulations

Desirable

Have worked with complex IT procurements in project form under the leadership of a project manager. Have worked with at least one packaged service solution in an IT procurement. Have worked systematically with requirement tools, such as Polarion, Doors, or equivalent, within the framework of an IT procurement
