The International Institute for Industrial Environmental Economics (IIIEE) is an international unit within Lund University with about 50 employees from more than 15 countries.

Subject Description

The PhD candidate will work on the project “Evaluation of Policy Measures for a Transformative Transition of Urban Energy Systems.” The aim of the project is to strengthen cities' capacity for a transformative energy and climate transition, i.e., capacity for a comprehensive change of urban energy systems. The project, which has an interdisciplinary focus, includes three PhD candidates - one at Lund University (IIIEE), one at Linköping University, and one at the Stockholm Environment Institute. The project is funded by the Swedish Energy Agency, and the PhD candidates will be part of the national interdisciplinary graduate school in Energy Systems.

The project focuses on evaluating transformative policy measures for an energy and climate transition, and within the framework of the project, an interdisciplinary framework for transformative evaluation will be developed. The project results will enable cities to build strategies for continuous and learning-oriented evaluations, which in turn can contribute to a more effective implementation of new transformative policy measures. The empirical focus will be on three types of policy measures: (1) urban experiments and system demonstrations, (2) transformative financing at the city level, and (3) procurement for system innovation.

The PhD candidate at IIIEE will focus on the evaluation of procurement for system innovation, considering aspects of how procurement programs support a transformative transition of local energy systems, technological change, various learning processes related to innovation, and institutional change.

Job Responsibilities

The position will be located at IIIEE, Lund University, and the PhD candidate will be part of the national interdisciplinary graduate school in Energy Systems funded by the Swedish Energy Agency. The candidate is expected to participate in the activities organized by the graduate school in Energy Systems, including a course package of 30 credits.

The main task for a PhD candidate is to engage in their doctoral education, which includes participation in research projects as well as doctoral education courses. The work tasks may also include participation in teaching and other institutional work, but no more than 20% of the working time.

The position includes high-quality research, publication of scientific articles in international scientific journals, development of relevant recommendations for societal actors, and organizing and participating in project-related events. The project will require the use of a combination of methods for data collection and analysis, including case studies, focus groups, interviews, workshops, and document studies. The PhD candidate will also contribute to impact and communication activities throughout the project.

The work will involve considerable travel to courses and meetings organized by the national graduate school in Energy Systems, as well as travel related to fieldwork in the project.
