Unit Manager with a Strong Interest in Digital Development

We are looking for a unit manager with a strong interest in digital development for our secretariat at the municipal executive office.

You will be responsible for operations, finance, and personnel for the secretariat unit's 17 employees. One of the main tasks is to ensure a well-functioning decision-making process for the municipal council, municipal executive board, and municipal committees, effective handling of motions, interpellations, and questions, coordination of cross-municipal referrals and surveys, as well as certain investigations.

As the secretary general, you are responsible for ensuring that there are good registration routines for documents in the municipality's diaries and providing good administrative support to elected officials. The secretariat is responsible for planning and conducting general elections. In the role of secretary general, you will manage and develop the municipality's document and case management system Ciceron as well as several other cross-municipal systems (electronic signature service, secure messaging, and video meetings, SDK, and Artvise). You will have formal managerial responsibility for the municipality's political secretaries and their physical work environment.

Qualifications

You have a relevant university degree, previous managerial experience, experience working with municipal decision-making and case processes, good knowledge of the Local Government Act, Administrative Procedure Act, and Public Access to Information and Secrecy Act. You have a strong interest in digitalization issues and experience in practical work to develop operations with the support of digital technology.

You should be a motivating leader with a strong commitment to lead the operations forward with a focus on active employee participation.

You have excellent collaboration skills as the position involves many contacts with elected officials, managers in the organization, system suppliers, and the public. You should enjoy development and improvement and actively work to increase the use of common digital solutions in the municipality and follow up on development over time. Supplier management is an important part of this.

As the secretary general, you have a role to play in the municipality's crisis management organization and the establishment of civil defense. The position is therefore classified in a security class and requires you to have Swedish citizenship.
