The Swedish Council for Higher Education (UHR) is now seeking a case officer for our business support department. We offer a varied role where you work with qualified case handling, analysis, and development issues. Together with colleagues and managers, you contribute to efficient working methods, well-founded decisions, and high-quality business support.

UHR contributes to strengthening Swedish higher education and Sweden as a knowledge society. We ensure the quality of higher education, analyze and monitor developments within the sector, and exercise legal supervision over universities and university colleges.

As a case officer, you will be part of the Business Support Department, which consists of approximately 15 employees active in the areas of finance, HR, IT, information management, communication, and administration. The department is tasked with providing qualified support and service to management, employees, and stakeholders, as well as ensuring compliance with current laws and regulations. At the department, we work with continuous development of operations. In addition to interesting and developmental tasks in an organization driven by continuous improvement, you have good opportunities to develop professionally at the Swedish Council for Higher Education.

Main Responsibilities

In this role, you are responsible for qualified case handling, analysis, and coordination within the business support department's areas of responsibility. The work involves analyzing and preparing cases, making assessments based on current regulations and internal steering documents, and producing well-founded decision materials. To do this, you collect, analyze, and compile information from various sources and collaborate with managers, colleagues, and other experts. You also provide qualified support to operations within your area of responsibility.

You also participate in development and change work where you contribute to developing the agency's processes, routines, and working methods. The assignments range from shorter case handling tasks to larger development and change projects that may last for several years.

Examples of Tasks

  • Handle, prepare, and analyze cases within the business support department's areas of responsibility
  • Produce decision materials and present cases to managers and leadership, for example within UHR's preparation and decision-making process
  • Coordinate, administer, follow up, develop, and improve routines, internal processes, and working methods
  • Provide qualified support to managers and employees in operational and administrative matters
  • Coordinate agency-wide activities, such as internal conferences and development projects.

Your Profile

Requirements

  • An academic education that the employer deems relevant, e.g., public administration, political science, economics, or law
  • Experience working with similar tasks in the public sector
  • Experience in interpreting and applying relevant laws, regulations, and steering documents within the public sector
  • Experience in producing reports, decision materials, and presentations for leadership and managers within the business support department's areas
  • Good IT skills (e.g., Office suite and business systems)
  • Very good ability to communicate clearly and professionally in speech and writing in Swedish, as well as good knowledge of English.

Merits

  • Experience working with similar tasks in state administration
  • Experience in method, routine, and process development
  • Knowledge of the Administrative Procedure Act and the Principle of Public Access
  • Knowledge of case management systems

Personal Qualities and Skills

We are looking for someone who is analytical and has the ability to delve into complex issues, synthesize information from different perspectives, and make well-founded assessments. You can translate your analyses into clear decision materials and recommendations.

You work independently, take responsibility for driving your work forward, and have good judgment regarding which issues need to be anchored or handled together with others. At the same time, you are team-oriented and have an easy time creating and developing good relationships. You are receptive and can coordinate different perspectives to achieve common goals.

You work in a structured and meticulous manner, plan and prioritize your work efficiently, and ensure high quality and compliance with current regulations. We also value that you have high integrity, take responsibility for your tasks, and handle sensitive information with discretion and professionalism. We place great emphasis on your personal qualities.

About the Position

The position is a permanent full-time position starting with a six-month probationary period, with an appointment as soon as possible. We apply individual salary setting.
