Örnsköldsvik Municipality, together with several other municipalities within the framework of the territorial strategy Thriving Northern Cities, has been awarded EU funding through Tillväxtverket (Swedish Agency for Economic and Regional Growth) for the project "Climate Adaptation Thriving Northern Cities". Örnsköldsvik Municipality is the project owner and primarily responsible for the implementation of the entire project. We are now looking for a combined Project Manager and Climate Adaptation Coordinator who will be responsible for driving the project over a three-year period.
About the Project
As Project Manager/Coordinator at the Growth Department, you will work at the heart of Örnsköldsvik's sustainable growth. The project aims to strengthen Northern Sweden's ability to meet climate-related challenges through collaboration and method development, both through local measures in Örnsköldsvik and in cooperation with other municipalities in Northern Sweden.
Climate Adaptation Thriving Northern Cities focuses on developing robust green, blue, and white infrastructure to manage risks such as flooding and erosion, with a particular focus on technical and nature-based solutions in the new district of Lungviksstrand and its associated city parks. In addition to physical measures, the project also aims to develop the municipal group's working methods for structured and strategic climate adaptation work.
Responsibilities
In the role of Project Manager/Coordinator, you are responsible for initiating, driving, and completing the project at a comprehensive and strategic level in accordance with the project plan, as well as initiating, coordinating, and implementing various measures that contribute to the municipal group's climate adaptation work and the municipality's increased resilience to climate change. Your main responsibilities include:
- Planning, implementing, and monitoring the project's activities and milestones within given time and budget frameworks.
- Coordinating cooperation between different departments, municipal companies, and the other project municipalities.
- Creating, maintaining, and coordinating good collaborations internally within the municipal group as well as externally with other project municipalities and other key actors in climate adaptation.
- Managing risks associated with the projects and contributing to general risk management work in the area.
- Responsible for reporting and communicating results to the steering group and funders.
- Developing new working methods for strategic climate adaptation work within the municipal group.

Qualifications
We are looking for you who have a university degree in sustainability, environment, or natural sciences, or alternatively have acquired equivalent knowledge in another way. The position requires a few years of experience in the field.
To succeed in the role, we see that you have:
- Experience in project management, preferably within the public sector and in externally funded projects.
- Ability to work strategically on complex issues and lead cross-functional teams.
- Good communication skills, both verbal and written, as well as good computer literacy.
- Knowledge and experience of working with environmental and climate-related issues.
As a person, you are engaged, outgoing, and good at building relationships. You enjoy working independently and have a structured approach to work. We place great emphasis on personal suitability.

The Municipal Executive Office works under the Municipal Executive Board and is responsible for leading, coordinating, supporting, and monitoring the overall municipal operations.
As part of the interview process, we will conduct an identity check and verify citizenship. Approved documents include a passport, international ID card, driver's license + personal certificate from the Swedish Tax Agency, or another ID document that strengthens citizenship. For some positions, extracts from the police's suspicion and criminal records are required. We welcome knowledge of Finnish and/or any of the Sami varieties, as Örnsköldsvik Municipality is part of both the Finnish and Sami administrative areas.
In our municipality, a number of positions are classified for security, so security clearance may be required. These positions may require Swedish citizenship.
