The Legal Department is one of the National Departments of the Swedish Police Authority and plays a central role in the agency's mission. The Department's primary task is to create legal prerequisites for the Swedish Police Authority to prevent, investigate, and combat crime, as well as to maintain order and security through qualified legal support, guidance, and direction.

The Legal Department is responsible, among other things, for providing legal support to police regions and national departments. The mandate covers legal issues within areas such as crime prevention, order and security, administrative law, data protection, as well as public access and confidentiality. The Department is also responsible for agency decisions regarding the disclosure of public documents, certain court proceedings, compensation and damage claims, as well as support in the work with steering documents and legal governance.

The Swedish Police Authority operates in a time when crime is becoming increasingly digital, international, and complex. At the same time, the importance of technology, information management, and artificial intelligence for the police's ability to prevent, investigate, and combat crime is growing. In this development, the Legal Department has a strategically important role. The law needs to be close to the operations and contribute to solutions that combine the operational needs, technical development, and legal governance.

The role of Head of the Legal Department

As the Head of Legal Affairs and Head of the Legal Department, you are responsible for all activities conducted within the department. You report directly to the National Commissioner of Police and are a member of the Swedish Police Authority's strategic leadership group. The role entails significant responsibility and considerable opportunities to influence how operations are conducted and developed to achieve the agency's goals.

As Head of Legal Affairs, you lead one of the Swedish Police Authority's most important expert functions. You are responsible for ensuring that the Legal Department upholds the rule of law while legal expertise contributes to creating prerequisites for efficient, modern, and purposeful police work. You develop the Legal Department as a strategic partner to the operations, where high legal quality is combined with operational understanding and a clear focus on finding solutions within the framework of legislation.

The responsibilities include:

  • leading and developing the Legal Department and its operations
  • ensuring that legal expertise is close to operations and contributes to solutions and opportunities within legislation
  • creating prerequisites for cooperation within the Swedish Police Authority and with other actors
  • ensuring progress in operation-critical issues and contributing to the agency's development with high legal quality
  • driving the development of the Legal Department's working methods in a time where digitalization, information management, and artificial intelligence are becoming increasingly significant
  • promoting a culture characterized by responsibility, learning, and the courage to develop new working methods

This is an opportunity for you who have:

  • several years of managerial experience in driving and leading operations in complex organizations
  • several years of experience working with clear goals and results, both for the entire operational mandate and your own area of responsibility
  • experience in successfully leading change and development work
  • experience of having been part of a leadership group
  • extensive experience in crime prevention and investigation operations
  • experience in translating legal prerequisites into operational development
  • a law degree / Juris Candidate degree
  • Swedish citizenship

We consider it meritorious if you additionally have:

  • experience leading legal operations within the justice system
  • experience leading development in complex knowledge or expert organizations
  • management and leadership training
