The Swedish Council for Higher Education (UHR) is a government agency with a broad mandate within the education sector. We provide support and information to everyone wishing to pursue higher education and coordinate admissions to universities and colleges. We are also responsible for the Swedish Scholastic Aptitude Test (Högskoleprovet), offer opportunities for international exchange, and assess foreign qualifications. UHR has approximately 300 employees in Stockholm and Visby. In recent years, the agency has gradually taken on expanded and more complex responsibilities for large-scale testing operations. These assignments include the Swedish Scholastic Aptitude Test as well as the newly added government mandate for the citizenship test. Both assignments involve operations that are of vital societal importance, security-critical, and dependent on a high degree of coordination, security, and stability.
To create long-term conditions for management, implementation capacity, and sustainable development, we are consolidating the testing-related assignments into a new common organizational unit – the Division for Testing Operations – effective January 1, 2027.
The Division will be responsible for leading, coordinating, and developing UHR's testing operations, covering the entire chain from test development and quality assurance to planning, implementation, and follow-up.
What you will do/be responsible for
As a Business Strategist, you will play a key role in driving and leading UHR's strategic development related to testing operations. You will contribute to strengthening strategic capabilities and establishing a cohesive and manageable operation, while also playing a central role in shaping the new division.
You will operate at the intersection of establishment and implementation, focusing on sustainable structures, clear management, and long-term value. You will lead strategic development and change work in close collaboration with managers and other key roles, both internally and externally.
The assignment includes, for example:
- Developing and breaking down strategy into concrete activities and effects.
- Leading and coordinating projects, assignments, and working groups with managers, specialists, and external partners.
- Producing analyses, decision-making, and planning materials related to, for example, capacity and volume planning, regulations, and directives.
- Formulating responses to government assignments and contributing to the preparation of materials for management, steering groups, and other decision-making forums.
- Being responsible for or contributing to dialogue with clients, cooperating agencies, and other external actors.
- Driving and supporting business development and change management.
- Contributing to follow-up, forecasts, statistics, budget, and financing issues.
Other tasks may also occur.
You who apply
You have:
- An academic degree in social sciences or another direction relevant to the position, or work experience that the employer considers equivalent.
- At least 7 years of experience independently leading larger projects or operational activities in a complex environment.
- At least 7 years of experience independently leading, driving, and following up on qualified strategic, analytical, and business development work within the public sector or another large organization.
- At least 7 years of experience producing decision-making, analytical, or planning materials in questions with multiple dependencies and stakeholders.
- Experience coordinating several sub-areas/projects and leading other coordinators/project managers.
- Very good knowledge of Swedish and English, both spoken and written.
It is meritorious if you have:
- Experience working in a politically governed organization and knowledge/experience of state governance processes.
- Experience with agency governance, The Swedish Government Offices.
- Managerial experience or experience leading others without being a manager.
- Experience working with education issues, testing operations, or other regulated activities with high demands on legal certainty, equality, and efficiency.
- Experience leading work in an intensive development or change phase.
- Knowledge/experience of program, project, and/or process management.
- Knowledge/experience of PPS or equivalent project tools.
- Experience in digital development.
To function well in the role of Business Strategist, you need to have the ability to:
- Make tactical and strategic assessments and formulate strategies (analytical skills, strategic thinking, holistic view).
- Translate complex information into clear and decision-supporting materials (analytical skills, strategic thinking, communicative/written skills).
- Work independently, take initiative, and be confident in driving issues forward even when conditions are unclear or changing (responsibility-taking, initiative-taking, creative, flexible).
- Be receptive and unpretentious, yet able to clarify choices, consequences, and the need for decisions (responsibility-taking, flexible).
- Communicate clearly and in a target-group adapted manner (communicative/written skills).
- Collaborate and build trust-based relationships (collaboration skills).
