The Swedish Council for University and University Colleges (UHR) is a government agency with a broad mandate within the education sector. Our vision is education, exchange, and development for everyone who wishes to progress. In recent years, the agency has been given an increasingly expanded and complex responsibility for large-scale examination operations. The assignments include both the Swedish Scholastic Aptitude Test (Högskoleprovet) and the newly added government assignment regarding the citizenship test. Both assignments concern operations that are of societal importance, security-critical, and dependent on a high degree of coordination, security, and stability.

We are now seeking a business strategist with overarching implementation and delivery responsibility for one of the department's upcoming two units: the Examination Implementation Unit.

What you will do/be responsible for

As a business strategist with overarching implementation and delivery responsibility, you will play a key role in building our implementation capacity within the examination operations. You will contribute to establishing a cohesive and manageable model for national implementation with high demands on legal certainty, equality, and security, and help shape the new department.

You move between strategic establishment and operational implementation, focusing on sustainable structures, clear governance, and long-term value. You are responsible for planning, implementation, and follow-up, ensuring progress by leading and coordinating project managers and coordinators, in close collaboration with managers and other key roles.

The assignment includes, for example:

  • Overarching responsibility for sub-areas such as examination administration and case processing, premises, resources/personnel, and coordinating the whole.
  • Ensuring planning, prioritization, dependencies, synergies, and progress.
  • Ensuring that implementation plans, working methods, routines, and decision-making materials are developed and followed up.
  • Leading sub-area managers and working groups towards common deliverables.

Other tasks may also occur.

You who apply

You have:

  • An academic degree with a social science or other relevant focus for the position, or work experience that the employer assesses as equivalent.
  • At least 7 years of experience in independently leading larger projects, assignments, or operational activities in a complex environment.
  • At least 7 years of experience in coordinating multiple projects/assignments/sub-areas and leading project managers/coordinators.
  • At least 7 years of experience in independently leading, driving, and following up qualified strategic, analytical, and business development work within public administration or another large organization.
  • At least 7 years of experience in developing and quality-assuring decision-making, analysis, or planning materials in issues with multiple dependencies and stakeholders.
  • Very good knowledge of Swedish and English, both spoken and written.

It is meritorious if you have:

  • Experience working in a politically governed organization and knowledge/experience of state governance processes.
  • Experience in planning and managing large-scale national implementations (exams, logistics, events, etc.).
  • Management experience or experience leading others without being a manager.
  • Experience leading the construction and development of operational models with new working methods.
  • Experience leading the establishment of operations and/or work in an intensive development or change phase.
  • Knowledge/experience of change management.
  • Knowledge/experience of program, project, and/or process control.
  • Experience in digital development.

To function well in the role of business strategist, you need to have good ability to:

  • Work independently, take initiative, and be confident in driving issues forward (accountable, proactive, creative).
  • Make choices, make decisions, and create progress even when conditions are unclear or changing (accountable, strategic-tactical ability, proactive, flexible).
  • Lead others (leadership ability).
  • Handle goal conflicts in collaboration between different sectors and professions (clear, strategic-tactical ability, collaborative).
  • Be receptive and unpretentious, but at the same time have the ability to clarify choices, consequences, and the need for decisions (accountable, flexible).
  • Communicate in a clear and target-group-adapted manner (communicative/written ability).
