Are you a driven, change-oriented, and experienced operations coordinator with experience in testing and test development, accustomed to independently managing complex, time-critical assignments? The Swedish Council for University and University Colleges (UHR) is a government agency with a broad mandate within the education sector. Our vision is education, exchange, and development for everyone who wishes to progress. In recent years, the agency has been assigned increasingly extensive and complex responsibilities for large-scale testing operations. These assignments include the Swedish Scholastic Aptitude Test (Högskoleprovet) as well as the newly added government mandate for the Citizenship Test. Both assignments concern operations that are of vital importance to society, security-critical, and dependent on a high degree of coordination, security, and stability.

To create long-term prerequisites for governance, implementation capacity, and sustainable development, we are consolidating the testing-related assignments under a new common organizational unit – the Division for Testing Operations – effective January 1, 2027.

The Division will be responsible for leading, coordinating, and developing UHR's testing operations, covering the entire chain from test development and quality assurance to planning, implementation, and follow-up. The goal is to contribute to the education system's and society's need for objective, legally secure, and equitable assessments and selections, as well as to strengthen individuals' opportunities to progress to further education and work.

Initially, development and implementation work is primarily conducted in a program format, where structures, methods, and deliverables are currently being established. Concurrently, the Division is being formed as the long-term home for the testing operations. Governance forms such as programs and projects will continue to be used in the operations, which places demands on collaboration skills and flexibility.

We are now seeking two Operations Coordinators for Test Development for one of the Division's upcoming two units; the Unit for Test Development and Coordination.

What you will do/be responsible for

As an Operations Coordinator for Test Development, you will play a key role in strengthening and developing the agency's subject matter expertise and capabilities within the testing area. The assignment is varied and dynamic, with many external contact points. Your expertise and experience will be translated into concrete benefits for individuals and society, while you help shape the new Division.

The assignment includes, for example:

  • Being responsible for planning, leading, and coordinating the development of one or more tests or sub-tests.
  • Ensuring that testing operations are conducted in accordance with current regulations, quality requirements, and decisions.
  • Coordinating external actors, suppliers, and internal functions related to the development of tests.
  • Participating in projects and assignments related to the development, change, and future digitalization of testing operations.
  • Leading and coordinating projects, assignments, and working groups within test development.
  • Producing and contributing to the preparation of analysis, planning, and decision-making materials.
  • Contributing to the formulation of responses to government assignments and consultations within the testing area.
  • Contributing to the development of processes, methods, and documentation within the testing area.

Other tasks may also occur.

You who apply

You have:

  • An academic degree with a social science, linguistics, or other relevant direction for the position, or work experience that the employer considers equivalent.
  • At least 5 years of experience in leadership or coordinating work within testing operations or other rule-based operations focusing on knowledge measurement and assessment on a larger scale than individual classrooms.
  • At least 5 years of experience coordinating or project-managing assignments based on collaboration and cooperation between several internal functions and external actors.
  • Knowledge and competence in test theory.
  • Very good knowledge of Swedish and English, both spoken and written.

It is meritorious if you have:

  • A teacher education in linguistics or social studies.
  • A research background, especially within assessment, subject didactics, psychometrics, or another direction relevant to the position.
  • Experience working with national tests in primary school, upper secondary school, or in Swedish for Immigrants (SFI), or with the Scholastic Aptitude Test at a general level.
  • Participated in pedagogical development projects at a general level.
  • Interest in and experience with digital knowledge assessment.
  • Experience working at or in close cooperation with higher education institutions.
  • Experience leading and coordinating work in an intensive build-up and change phase.

To function well in the role of test responsible, you need to have good ability to:

  • Work independently, take initiative, and be confident in driving issues forward even when prerequisites are unclear or changing (accountable, proactive, creative, flexible).
  • Collaborate and build trust-based relationships both internally and externally (collaborative skills).
  • Create structure, prioritize, and translate overarching goals into feasible working methods (structured).
  • Translate complex information into clear and decision-supporting materials (analytical skills, strategic thinking, communicative/written skills).
  • Be receptive and unpretentious, but at the same time have the ability to clarify choices, consequences, and the need for decisions (accountable, flexible).
  • Communicate in a clear and recipient-adapted manner (communicative/written skills).
