The Swedish Council for Higher Education (UHR) is a government agency with a broad mandate within the education sector. Our vision is education, exchange, and development for everyone who wants to move forward. In recent years, the agency has been given an increasingly expanded and complex responsibility for large-scale examination activities. The assignments include the Swedish Scholastic Aptitude Test (Högskoleprovet) as well as the newly added government mandate for the citizenship test. Both assignments concern operations that are of societal importance, security-critical, and dependent on a high degree of coordination, security, and stability.

We are now looking for a Business Developer for one of the department's upcoming two units; the Unit for Examination Development and Coordination.
What you will do/be responsible for
As a Business Developer, you will play a key role in developing and structuring UHR's examination activities. You will operate in the boundary between establishment and operation, focusing on developing working methods, approaches, and ways of working, as well as strengthening follow-up and learning for long-term value. You will work broadly with the development of the examination activities and the new department.
The assignment includes, for example:
- Initiating, developing, implementing, and supporting methods, working methods, and approaches in the examination activities, both within the agency and together with our collaboration partners.
- Leading and contributing to projects and assignments, e.g., preliminary studies, business follow-up, and evaluation.
- Leading and facilitating assignments and activities together with managers, employees, and various collaboration partners.
- Assisting in change management.
- Contributing to analysis and formulating responses to government assignments and consultations within the business area.
Other tasks may also occur.
You who apply
You have:
- An academic degree with a social science or other, for the position, relevant direction, or work experience that the employer considers equivalent.
- At least 5 years of experience in independently leading, driving, and following up business development within public administration or another large organization.
- At least 5 years of experience in initiating, developing, supporting, and implementing methods and working methods, e.g., within project management, process development, change management, etc.
- At least 5 years of experience in producing decision-making, analysis, or planning materials in questions with multiple dependencies and stakeholders.
- Experience in project managing assignments based on cooperation and collaboration between several internal functions and external actors.
- Very good knowledge of Swedish and English, both spoken and written.
It is meritorious if you have:
- Experience working in a politically governed organization.
- Experience working with education issues, examination activities, or other regulated operations with high demands on legal certainty, equality, and efficiency.
- Experience with investigative tasks, e.g., report writing and consultation responses.
- Knowledge/experience of change management.
- Knowledge/experience of program, project, and/or process control.
- Knowledge/experience of PPS or equivalent project tools.
- Experience of digital development.
To function well in the role of Business Developer, you need good ability to:
- Find solutions and be proactive (proactive, creative).
- Translate complex information into clear and decision-supporting materials (analytical ability, strategic thinking, communicative/written ability).
- Work independently, take own initiatives, and be confident in driving issues forward even when conditions are unclear or changing (responsible, proactive, creative, flexible).
- Be receptive and unpretentious, but at the same time have the ability to clarify choices, consequences, and the need for decisions (responsible, flexible).
- Communicate in a clear and recipient-adapted way (communicative/written ability).
- Collaborate and build trusting relationships (collaborative ability).
