We are looking for decision-makers for the asylum reception units at the Reception and Return Centre in Märsta, where we are currently establishing several new operations. The establishment of the centre is part of the national reform of the asylum reception system and the implementation of the EU's Migration and Asylum Pact.
Description of the Centre
The centre is a new type of workplace. You will work with issues that engage and involve you in a dynamic environment characterized by encounters with people and influenced by global developments. It is also an environment marked by continuous learning and participation, where co-location provides better conditions for close collaboration between the different professions in the asylum process. We are also close to the asylum seeker by working where they live, allowing us to work more efficiently and provide greater security for the asylum seeker.
The environment is international, both because it is located near Arlanda Airport (where most people arrive in and leave Sweden) and because the agency is becoming increasingly integrated into a common European asylum reception system and cooperation with EU authorities such as Frontex and EUAA.
What does a decision-maker do?
You provide support, coaching, and development for your colleagues in legal application, substantive issues, and investigative methodology. In daily work, your colleagues meet vulnerable people during periods of uncertainty and change. Therefore, you must be able to guide, coach, and develop your colleagues in these encounters. You identify and analyze areas for development and propose improvements. You acquire and maintain knowledge and monitor standards, guidelines, and practice.
As a decision-maker, you contribute to ensuring that collaboration between the different professions functions well and that all employees at the centre have good prerequisites in terms of competence and confidence in case handling and human encounters.
You process, investigate, and make decisions in cases supported by laws and regulations. The decisions you make have legal implications for individuals and affect their rights to benefits, rights, and obligations. You handle appeals and follow up on cases in connection with case preparations to ensure high legal quality. Your tasks also include making confidentiality assessments and administering case files and documents. You also work with guidance and service provision to persons with cases at the Swedish Migration Agency and to other stakeholders with various inquiries.
In your role, you will often be involved in qualified contacts with other actors and authorities. As a decision-maker in a centre environment, you need to support your employees in several different legal areas, such as family law and various parts of administrative law.
Your responsibilities include among other things:
- Supporting the application, reception, housing, and return work at the centre.
- Working with the examination of asylum applications and other measures in the initial handling related to the new asylum procedure.
- Preparing and making decisions in relevant cases.
- Ensuring that the operation identifies and meets vulnerabilities and reception needs of asylum seekers and residents at the centre.
- Working on legal deepening related to national and European reform efforts in the asylum and enforcement area.
Who are you?
We are looking for you who have a good understanding of how people absorb knowledge and the different prerequisites people have. You are clear and adapt your way of conveying your message to the recipient. You have good collaboration skills, are receptive, and constructive in your approach. Furthermore, you are meticulous and place great importance on meeting goals and quality standards. You take responsibility for your tasks, take initiative, and structure your work independently. You understand your role but always consider the best interest of the entire operation in your actions and decisions.
In our work as civil servants, high demands are also placed on judgment, security awareness, and confidentiality.
The successful candidate has:
- An academic education of at least 120 credits with a focus on law, social sciences, or behavioral sciences.
- Several years of current experience in processing qualified administrative legal cases.
- Current experience in case handling according to applicable legislation.
- Good knowledge of the Administrative Procedure Act and the Aliens Act.
- Good communication skills and expresses yourself well in speech and writing in Swedish and English.
- Good knowledge of the Office package.
Meritorious qualifications:
- Experience in conveying knowledge within legal application.
- Experience working in public sector operations.
- Experience in handling alien cases.
- Experience with a coaching approach.
- Experience working in regional or national assignments, e.g., committee work in review support networks or projects related to the Migration and Asylum Pact.
