Are you driven to lead large-scale change initiatives and influence the development of healthcare and social care? If so, there is now an opportunity to lead the Socialstyrelsen's work in establishing a new social data register.
About the role
Socialstyrelsen leads the work to establish a new social data register. This assignment is a major government mandate involving various parts of the agency. The work is long-term and a crucial part of the transition to a new Social Services Act. The role involves leading the preparation for the development and implementation of the upcoming social data register, in collaboration with colleagues throughout the agency, municipalities, SKR (Swedish Association of Local Authorities and Regions), private providers, and other relevant stakeholders.
The work is characterized by the presence of multiple actors with different competencies and perspectives, many external target groups, and assignments that require a cohesive view of an area, a vision, and methodology from a system perspective.
Responsibilities include planning and monitoring the work and deliverables of sub-projects, conducting needs-driven analysis, leading groups and internal resources, coordinating work with other assignments and operations within the agency, collaborating with municipalities and national actors, developing project-related working methods, creating solutions, giving presentations, preparing various materials for steering group meetings and other decision-making forums, and facilitating work meetings and workshops. You will also lead sub-project managers and support them in their leadership and change management efforts.
About you

You must be able to handle long-term and complex assignments.
You possess strong leadership qualities, can lead work groups, and prioritize both your own and the group's work. You need to be able to move between strategic levels, for example, in dialogue with key stakeholders regarding needs and goals, and operational levels, where you often need to be the one ensuring things happen. You need to be able to work independently – taking initiative and driving forward based on a given direction – and in collaboration with others to achieve results. You need to be solution-oriented so that we achieve utility with our operations.

We are looking for someone who has
- An academic degree in a relevant field to drive complex projects (e.g., industrial economics, civil engineering, economics, or leadership) or relevant work experience that the employer deems equivalent.
- Several years of experience in independently leading and driving complex projects in the workplace.
- Several years of experience in producing materials and conducting qualified analyses to improve operations based on needs.
- Very strong skills in leadership, proactivity, holistic thinking, flexibility, and collaboration.
- Very strong ability to communicate orally and in writing in Swedish and English, including giving oral presentations in various contexts.
- Good experience in report writing.
It is meritorious if you have
- Experience leading digitalization work at a national or system level (involving technical, legal, and operational prerequisites for multiple actors requiring governance and collaboration).
- Experience working at a system level within social services or a government agency.
- Certification or verified approved education in project management (e.g., PEJL, PRINCE2, PMP, or PPS).
Good to know
The position is a permanent full-time employment starting with a six-month probationary period. You will be based at the office on Västerbroplan in Stockholm (from 2027 in newly renovated premises at Korta gatan 10 in Solna), but have the opportunity to work remotely up to two days a week. Your job title will be E-Health Strategist, and your placement is at the Department of Health and Medical Care and Dentistry at the system level, within the E-Health and Informatics unit.
