Strategic Horizon Scanning Analyst at Lantmäteriet

Lantmäteriet is the authority responsible for mapping Sweden. Our tasks also include registering and securing ownership of all real estate properties and managing their boundaries. We are now looking for you who have a strong commitment to society.

Lantmäteriet is the state surveying authority and administrative authority for matters concerning land division, basic geographic information, property information, and registration. Lantmäteriet is governed, among other things, by the government's annual letter of appropriation and is a board authority. The Director General is the head of the authority.

RESPONSIBILITIES

Do you follow changes in the external environment and can you compile large amounts of information in a concise and understandable way? Do you enjoy analyzing large datasets and processing them into actionable insights?

We are now strengthening the team around the Director General and are therefore looking for a Strategic Horizon Scanning Analyst. The DG's support team provides strategic and administrative leadership support to the Director General and coordinates certain cross-authority issues. This means the team has tasks such as coordinating, initiating, and driving issues in relation to the Government Offices, assisting the Legal Counsel with legislative development, coordinating the Director General's cases and preparation of such cases prior to decision-making, quality-assuring and following up on some of the authority's planning, steering, and supporting documents, and providing administrative support to the board, the Director General, and the management group. It also entails responsibility for planning and coordinating both the work of Lantmäteriet's management group and the board work.

As a Horizon Scanning Analyst, you are responsible for Lantmäteriet's strategic horizon scanning. This means you are responsible for and carry out cross-authority analysis and investigation work and produce background materials and reports for the authority's management. You map and analyze trends in the external environment such as the economy, technology, politics, and societal development in Sweden and internationally. You act as Lantmäteriet's scout on everything from issues concerning Sweden to external factors influencing parts in, for example, the EU, USA, and NATO. You transform complex information into concrete and summarizing decision support materials, serving as a support for the Director General to make strategic decisions. You also provide strategic and operational support in various tasks and investigations. You will support and steer operations in a changing time that places new demands on identifying and assessing risks and discovering opportunities.

Some examples of tasks include monitoring and collecting data from relevant sources. This also involves analyzing trends, identifying connections, and assessing how changes in the external environment (e.g., new legislation or changes in the global economy) affect our own operations. An important part is compiling insights into reports and communication for different target groups. The role presupposes good collaboration both internally and externally.

The placement is at Lantmäteriet's offices in Gävle, Uppsala, or Stockholm. The majority of employees within the support team are located in Gävle, which is why regular presence in Gävle is required.

QUALIFICATIONS

We are looking for you who have an academically relevant degree for the position or equivalent work experience and at least three years of qualified and current work experience in cross-authority horizon scanning that continuously provides support to top management in a larger organization/authority. Experience of working from a state authority or within the Government Offices is a requirement. You have work experience in reporting and publishing results and information that is interesting and readable for recipients within different competence areas. You must also have solid experience in working with strategic development issues and long-term change work in a complex operation. You have experience in handling media attention, working in collaboration and dialogue both within and outside your own organization, and working in complex organizations with cross-functional groups. You have previously conducted cross-authority investigation work on behalf of top management. You have very good ability to express yourself in speech and writing in Swedish and English.

Working in the state means that you follow the state's values. Special requirements are also placed on judgment, security thinking, and that you follow applicable laws.

The position is security classified, which means that you must be a Swedish citizen and that a security investigation with register check and security investigation interview will be conducted before employment. The role also means that you will be war-placed.
