We at the County Administrative Board of Västernorrland contribute to sustainable regional development in the county. We look after the living conditions of animals and humans. We work with nature and cultural values. And in the event of a societal disruption, crisis, or war, we coordinate the protection of our citizens.
The Unit for Civil Protection and Emergency Preparedness
The County Administrative Board has extensive responsibilities regarding civil defense, crisis preparedness, and protection against accidents at the regional level. We have many assignments in this area. These assignments are largely handled by the Unit for Civil Protection and Emergency Preparedness.
When something serious occurs in Västernorrland, we play an active role in coordinating the handling of the incident in the county. The unit is responsible for coordinating the "Official on Call" (TiB) function, which is largely staffed by the unit's employees.
The unit currently consists of twelve employees with a varied mix of skills and experience. The unit has received several new assignments during 2026 and is therefore expected to grow with a number of new employees during the autumn and winter.
One of the new assignments is the Secure Kvarken project. The project is coordinated by the Federation of Southern Ostrobothnia in Finland, and the County Administrative Board of Västernorrland is one of several project partners. The County Administrative Board is tasked with being a sub-project leader and coordinating the participation of the county's seven municipalities in the project.
We are now looking for a new colleague who wants to help develop crisis preparedness and civil defense in Västernorrland, as well as in our neighboring counties on both sides of the Quarken – Västerbotten, as well as the Finnish regions of Ostrobothnia and Southern Ostrobothnia.
The position is a fixed-term appointment (state fixed-term employment) lasting two years from the first day of employment. Start date as soon as possible according to agreement.
The Secure Kvarken project and your tasks
The project application describes the project as follows:
The project aims to strengthen long-term municipal cooperation and knowledge exchange on the municipal level in the Kvarken region, focusing on security, resilience, and preparedness. This new initiative creates added value by complementing and enhancing the formal responsibilities municipalities already have within existing preparedness and resilience frameworks.
Geopolitical changes, climate impacts, energy disruptions, and cybersecurity threats can trigger severe crises. As these risks grow, security and resilience have become central to strategic planning and everyday life. Finland and Sweden have strong national crisis response systems, in which municipalities face both shared challenges and needs specific to local service provision.
The Federation of Southern Ostrobothnia is the lead partner, and in Västernorrland, the County Administrative Board and Mid Sweden University are sub-project leaders (project partners). As our project leader, you will, together with Mid Sweden University, be primarily responsible for implementing one of the project's work packages (WP1 Baseline Mapping and Analysis of Municipal Preparedness). You will be one of the participants in the central project group that will meet monthly to coordinate the project, and you will also participate in the project's other work packages.
An initial task will be to read relevant background documents.
Thereafter, you will plan and carry out the activities in WP1 according to the project plan:
- Mapping of preparedness systems
- Municipal survey
- Cross-border comparative analysis
- Documentation and knowledge dissemination
As a project leader, you will primarily devote your time to the project. At the same time, you have a role as an employee in the unit where many assignments have overlapping areas, and you will therefore become involved in other parts of the unit's operations. In this role, you will collaborate with colleagues at the agency and cooperate with other actors within the unit's areas of responsibility.
Your qualifications
Your personal suitability for the position is important to us. Therefore, in the recruitment process, we will place great emphasis on your experience, knowledge, and qualities.
For this position, you are required to have:
- An academic degree with a social science orientation, such as political science, international crisis and conflict management, or risk and crisis management.
- Good knowledge of Swedish and English, both spoken and written.
For this position, the following are meritorious:
- Education in and/or experience of project management. Experience with projects funded by Interreg Aurora or other EU funding is particularly meritorious.
- Experience from working with preparedness or civil defense.
- Experience from working within the public sector.
- Driver's license
