Your responsibilities

In the role of in-house counsel, you have many contacts and collaborations, both internally at the agency and with external actors. You work with agency law from a public law perspective and ensure the quality of operations. You also contribute to the legal governance and follow-up of the agency. The tasks are varied and span many different legal areas such as administrative law, public access and confidentiality, data protection, procurement law, anti-corruption, and contract law.

You work both operationally and strategically and are expected to handle cases and make decisions independently. The role includes, for example, being responsible for documentation and suggesting updates and implementation of governing and supporting documents. You develop routines and working methods, prepare regulations, and, if necessary, strategic and principled positions that the agency takes.

Qualifications

We are looking for someone who has

  • a law degree
  • current multi-year experience of working with agency law in the public sector, with a focus on qualified administrative law, public access, and confidentiality
  • excellent ability to explain and give advice on legal issues in an easy and understandable way, both orally and in writing
  • excellent knowledge of Swedish, both orally and in writing.

Merits

It is an advantage if you have

  • experience of working within a government agency
  • experience of working with agency regulations
  • practical experience of contract drafting and contract negotiations
  • knowledge of public procurement in theory and practice
  • experience of working as a Data Protection Officer (DPO)
  • knowledge of information security

You are professional and have the ability to translate knowledge and experience into requested deliverables. You have an excellent ability to explain and advise on legal issues in a simple way, both verbally and in writing. You are customer-focused as you place high priority on service and approach. With commitment, you take on and drive the work forward. You thereby contribute to good collaboration with your colleagues.

About us

The Swedish Procurement Authority is Sweden's expert agency for sound public business. We provide support and disseminate knowledge within public procurement and state aid to various actors in the public, private, and non-profit sectors. We are also a statistical authority responsible for collecting, developing, managing, and disseminating statistics on public procurement.

We are currently in an exciting phase of development with strong growth. During 2026 and 2027, the operations of the National Procurement Agency and parts of the Agency for Digital Government will be integrated into the Swedish Procurement Authority.

We have a flexible workplace and sit in bright premises in Solna, close to public transport. On January 4, 2027, we will move to central premises at Torsgatan 11 in Stockholm. Read more about our mission and us as an employer on our website.

Employment and application

The position is a fixed-term appointment located in the Division for Operational Support. The employment is full-time with flexible working hours. Start date immediately and until December 31, 2027.

Physical placement is at our office in Solna and from January 4, 2027, at Torsgatan 11 in Stockholm. There is an opportunity to work remotely to some extent, in consultation with the manager.
