Swedish Board for Public Procurement (Kommerskollegium) is Sweden's authority for foreign trade, the EU internal market, and trade policy. We work, among other things, with the EU's free trade agreements, Swedish companies' opportunities to import and export, and trade-related development cooperation. At Kommerskollegium, you will find yourself in an international environment where major trade policy issues are mixed with concrete problem-solving for individual companies and individuals. Our vision is sustainable trade without barriers. Around 110 employees work here, and our activity-based office is located centrally in Stockholm.
Kommerskollegium is a growing authority with several new tasks. Since the summer of 2025, we are also a preparedness authority with sectoral responsibility for the foreign trade sector within the Swedish civil defense.
The Unit for EU Trade Policy works on issues concerning trade with countries outside the EU, within the framework of the multilateral trade policy system, in free trade agreements, and other trade-related cooperation. Employees in the unit follow and analyze the work in the World Trade Organization (WTO) as well as the regulations and substantive issues that fall under the unit's area of responsibility. These include, among other things, various customs issues, rules of origin, trade procedures, technical barriers to trade, international regulatory cooperation, trade in services, digital issues, intellectual property, animal and plant protection, public procurement, and trade policy defense instruments. Our work aims to prevent and eliminate trade barriers and to achieve better trading conditions for businesses. The unit also has tasks related to the authority's trade-related development cooperation.
Job Description
1 position
Do you want to work with monitoring and analyzing the development of rules for trade in goods globally? As an investigator (utredare), you will have the opportunity to contribute to preventing and eliminating technical barriers to trade and working with trade policy defense instruments.
Within the area of technical barriers to trade, you will assist authorities, ministries, and the business community with support and background material related to, among other things, the WTO Agreement on Technical Barriers to Trade (TBT Agreement) and the EU's free trade agreements. You will monitor and participate in international meetings in Brussels and Geneva and represent Swedish interests in an international context.
Within the area of trade policy defense measures, you will handle our work within the framework of the EU Committee on Trade Policy Defence Instruments (anti-dumping and countervailing duties). You will analyze proposals for measures for the common trade policy and represent Sweden in the committee's meetings in Brussels. The tasks involve regular contact with the Ministry for Foreign Affairs, the Commission, and other member states, as well as contact with companies and industry associations.
Your work will also consist of trade policy analysis in a broader sense, linked to trade development in the world. This can involve both shorter and longer investigations and analyses, both independently and together with colleagues.
As the work involves participation in international meetings and in our international development cooperation, the role requires business travel both within and outside Europe, sometimes with short notice.
Other tasks within the authority's area of operation may occur.
Qualifications
We are looking for you who have a relevant degree in, for example, law, political science, or economics. You have experience in analysis and investigation work within a government agency or international organization. The role requires experience or documented knowledge in the following trade policy issues:
- Goods regulation (development of technical regulations and harmonization of goods regulations) and technical barriers to trade (including the WTO Agreement on Technical Barriers to Trade) from European or international work.
- Trade policy defense instruments.
You are valued for your collaborative approach, but the work also requires that you can work independently and take initiative. You are also meticulous, analytical, and work in a structured manner. Your ability to express yourself in Swedish and English, both orally and in writing, is very good. You can communicate complex messages in a pedagogical way and are comfortable speaking in front of larger groups.
Terms of Employment
- Salary: Monthly salary.
- Employment type: Permanent employment.
- Duration: Permanent employment with a six-month probation period.
- Start date: As soon as possible according to agreement.
- Working hours: Daytime.
