Are you interested in how health data can become more accessible for research, innovation, and statistics at both national and international levels? Do you want to help build Sweden's new national and coordinating operation for making health data available? We are now looking for an experienced project manager who is enthusiastic about the opportunities that the EU regulation on a European Health Data Space (EHDS) entails for the secondary use of health data.

About the role

The EHDS regulation means that a new system and technical infrastructure must be introduced in each EU country to make health data available for secondary use. At the National Board of Health and Welfare (Socialstyrelsen), we are preparing for the central role as the HDAB (Health Data Access Body) in the new system. Data users will be able to contact the HDAB to apply for health data from one or more data holders and have their applications assessed. If the HDAB grants a data permit, the data user will gain access to health data in a secure processing environment. EU countries will be interconnected through a new infrastructure that enables access to health data from other countries.

The work involves organizing and leading a change at the national level that affects a large number of actors in the health data field. We are now seeking a project manager who wants to contribute to this exciting assignment. As a project manager, you serve as the link between relevant national actors, internal working groups, and other project managers. You coordinate health data experts, lawyers, communicators, and IT resources. You collaborate with other authorities, data holders, data users, and implementation projects within the EU, and you are a central contact point and clear entry for the authority's HDAB preparations, both internally and externally.

For the National Board of Health and Welfare, the role as HDAB means that a new operation must be established and gradually expanded until the HDAB is operational in March 2029. The position is currently located within the Statistics Department and the Unit for Coordination and Investigation of Registers, but will move to the newly formed HDAB unit in the autumn of 2026.

About you

To perform well in this role, you must be communicative in relation to colleagues and partners and have strong collaboration skills. The assignment requires you to be proactive, driven, collaborative, and confident in leading change. You enjoy working on large development projects and are creative in your approach. We place great emphasis on your personal qualities.

We are looking for someone who has

  • a degree in epidemiology, medicine, economics, political science, or another area that the National Board of Health and Welfare considers relevant for the position
  • several years of experience leading and working in large, complex projects, preferably as a project manager
  • good ability to express yourself orally and in writing, in both Swedish and English.

We consider it meritorious if you have

  • experience working with health data for research, statistics, or analysis
  • experience establishing and building new operations
  • experience working in development and digitalization projects requiring IT development
  • experience with change management
  • experience using service design or innovation methods
  • experience with various project management methods
  • knowledge of EHDS or other relevant EU legislation (e.g., the Data Act, Data Governance Act, AI Act, Interoperability Act)

Good to know

The employment is permanent and begins with a six-month probationary period. The location will be at our premises on Västerbroplan in Stockholm, but in the spring of 2027, we will move to Solna Strand. You will have the opportunity to work up to two days a week remotely. Your job title will be Investigator (Utredare).
