Malung-Sälen Municipality is looking for a driven and relationship-building project manager with HR expertise for STAR development in the border area. STAR is an Interreg project shared between Sweden and Norway, where Malung-Sälen, Torsby, Grue, and Åsnes municipalities collaborate to develop an attractive and sustainable labor market in the border region.

We are looking for someone who can combine project management with knowledge of operational and strategic HR work. It is important that you understand employers' needs and can translate them into concrete activities, collaborations, and solutions.

Responsibilities

As a project manager, you will become part of Malung-Sälen Municipality's HR function. You will be responsible for leading, coordinating, and driving the municipality's part of a cross-border regional project together with the business community, municipal operations, educational providers, and other partners.

You will also be part of a joint project group with representatives from the other project municipalities in Sweden and Norway. The work involves many external and internal contacts, and travel within the project area will occur.

The assignment involves contributing to the project's goals regarding competence supply, recruitment, employer attractiveness, competence development, and collaboration with educational providers. The focus can be developed during the project based on needs identified together with the project partners and employers.

There is also an HR generalist within the Personnel Function working part-time on the project. This means you will have a close colleague both in the project and in the ongoing HR work.

Part of the role will also be linked to our internal HR processes. The Personnel Function works closely with the municipality's operations and provides support in a broad HR mandate. This can include recruitment, management support, union contacts, labor law issues, and development work. Our HR generalists work case-based and collegially together, based on the municipality's core values: respect, care, and security.

The distribution between project work and internal HR work will be planned together. Together with your project colleague, the project will correspond to a full-time position.

Responsibilities include, among other things:

  • planning, leading, coordinating, and following up on project activities
  • ensuring that activities are carried out according to the project's goals, schedule, and budget
  • collaborating with project partners in Sweden and Norway
  • mapping and analyzing employers' current and future competence needs
  • creating engagement and building long-term relationships with employers, educational providers, and other partners
  • contributing to the development of cross-border employer networks and meeting places
  • contributing to translating the project's ideas and results into practical working methods and approaches

Qualifications

We are looking for someone with a relevant academic education. We prefer that you have an education in areas such as personnel and working life/HR. Other education combined with experience deemed equivalent may also be relevant.

We are looking for someone who has:

  • experience in project management, process management, or qualified development work
  • good competence within the HR field
  • understanding of employers' challenges and needs related to attracting, recruiting, developing, and retaining competence
  • experience in planning, implementing, and following up on activities or development initiatives
  • ability to create engagement and coordinate actors with different mandates, needs, and perspectives
  • good administrative skills and experience with documentation, follow-up, and reporting
  • good ability to express yourself in Swedish, both orally and in writing, as well as the ability to communicate in collaborations with Norwegian partners
  • Class B driver's license

Meritorious experience:

  • strategic or operational HR work
  • EU-funded projects, Interreg, or other externally funded projects
  • leading workshops, networks, or development processes, preferably in a cross-border or international context

Personal Qualities

You see both the big picture and the details that need to be handled for the project to achieve results. You are communicative and pedagogical and can translate analyses, needs, and ideas into concrete activities.

Employment Terms

Salary Form: Monthly salary.
Salary Interval: The salary for the position currently lies within the range of 37,500–43,000 SEK per month, based on 2025 salary levels. We apply individual and differentiated salary setting.
Employment Type: Fixed-term employment.
Duration/Start: According to agreement, ending 2029-01-31.
