The Swedish Police Authority is in an expansion phase with many newly hired officers. The need for new police stations is great, and premises need to be adapted to the operational requirements. The Authority does not own any premises but rents approximately 1.5 million square meters of space distributed across about 1,100 lease agreements, with a rental cost of approximately 2.3 billion SEK.
The Premises Supply Unit consists of seven regional sections, with associated groups distributed across administration and projects. There is also a group for nationally decided premises projects, organized directly under the unit manager. Furthermore, there is a national section responsible for development, with groups for steering and analysis, legal affairs, and technology. In total, approximately 120 employees work within the unit. You will belong to Project Group Central (Mitt), which after recruitment will consist of six project managers and a group manager.
The property portfolio is varied, including older houses from the 1970s as well as new and modern police stations. Our portfolio is unique with technology-intensive premises and high security requirements. The group drives projects in Police Region Central, which consists of Gävleborg County, Uppsala County, and Västmanland County.
The main location is Uppsala, where this position is also based. There is an opportunity to work from home up to two days a week upon special agreement.
Job Description
As a project manager, you lead large new construction, renovation, and extension projects in the role of tenant representative. You lead projects from early stages to the move-in of operations. The design of today's police stations has many special functions, such as cells, shooting ranges, and forensic facilities. A key task for the project manager is to plan for efficient and legally secure flows both inside and outside the police station.
The work involves investigating and anchoring future premises needs and design with the core operations. As a project manager, you are involved in procurement of contractors and the execution of construction contracts. You are responsible for compiling and quality-assuring program documents and room function programs. Finally, you are responsible for the move-in in collaboration with the operations.
Your main tasks include:
- Lead property projects (new construction, renovation, and extension)
- Create and follow up on project budgets in collaboration with the controller
- Present at steering group meetings
- Participate in the procurement of contractors
- Be proactive in negotiations with internal and external parties
- Collaborate with property owners, consultants, municipalities, suppliers, internal specialist functions, and the police's core operations
- Report to the project owner
Travel is included in the position, primarily within Region Central but also nationally.
Qualifications
This is an opportunity for you if you have:
- Relevant academic and/or university college education in the field of real estate, construction, and/or premises supply
- More than five years of experience in project management and premises supply
- Experience collaborating with landlords and contractors
- Good ability to express yourself in Swedish, both orally and in writing
- Category B driver's license (manual transmission)
- Swedish citizenship
It is meritorious if you also have:
- Experience from procurement and execution of complex contracts
- Experience from different types of contracting forms such as total and collaborative contracts
- Experience from LOU (Public Procurement Act) tenders
- Good knowledge of contract law and project economics
- Experience in forecasting and project follow-up
- Experience working with premises supply from a tenant perspective
