About the role
The Business Developer plans and is responsible, under the direction of the unit manager, for the work to establish a civil defense system with long basic training at Svenska kraftnät. Svenska kraftnät is currently investigating the prerequisites for introducing civil defense with conscription and long basic training within the electricity supply sector.
The investigation will be finalized in March 2027. In parallel, preparatory work will begin on how such a civil defense system should be established.
The role may involve some supervisory responsibility after delegation from the unit manager.
Other tasks include:
- Developing the establishment timeline, budget, and results.
- Ensuring anchoring with stakeholders, both within Svenska kraftnät’s own organization and with other authorities, companies, and organizations.
- Developing analyses and investigation and decision-making materials.
- Contributing to a continuous, appropriate resource allocation for the assignment.
- Coordinating resources within the assignment.
- Monitoring and reporting on the progress of the establishment and working to ensure that established goals are met.
- Participating in recruitment and procurement.
Svenska kraftnät is growing rapidly and undergoing fast changes, and there is a need to ensure efficient and appropriate processes to carry out our assignment. The position is within the Civil Defense unit, a relatively newly formed unit within the External Assignments section of the Security and Preparedness department.
The unit currently consists of ten employees, six of whom are consultants.
The department has just over 100 employees.
The position is permanent and located at our headquarters in Sundbyberg. The employment may begin with a probationary period.

Education:
An academic degree in a relevant field for the tasks, or equivalent competence acquired in another way as assessed by Svenska kraftnät as equivalent.
You also have:
- At least five years of experience in business development and/or project management within government agencies.
- Experience in successfully driving complex business development.
- At least two years of experience in internal and external collaboration.
- Class B driver’s license.
- Good ability to express yourself in speech and writing in Swedish and English.
Merits
- Experience working with total defense issues, particularly civil defense or civil defense organizations.
- Experience leading government assignments.
- Certification or experience that the employer assesses as equivalent in project management.

- The position is located in Sundbyberg.
- Remote work up to 50% may be possible if the tasks allow.
- Travel may occur, primarily within Sweden.
