You will step into a socially critical digitalization project where electronic monitoring is to be introduced for young people within special measures. Here, technology, information security, legal requirements, and operational needs must work together in an environment where reliability, privacy, and usability are crucial.

You lead the technical aspects of the implementation from procurement and requirements specification to integration, development, and testing. The solution must function within the authority's own IT environment, meet requirements related to GDPR, the DOS Act (Act on Digital Public Services), and NIS2, and interact with other relevant actors. The work is conducted in a hybrid project model where clear governance and documentation are combined with agile working methods. This is an exciting opportunity for you who want to influence a complex project with clear social benefits and significant technical content.

• You drive the technical parts of the project for the introduction of electronic monitoring.
• You develop and secure buy-in for technical requirements prior to procurement and evaluation of solutions.
• You lead the work on integration with existing IT infrastructure and collaboration with relevant external actors.
• You plan and monitor the development, testing, and implementation of applications and technical components.
• You ensure that the solution meets requirements regarding information security, personal data management, and digital accessibility.
• You work closely with the steering group and stakeholders, drive issues independently, and escalate risks and decision points when necessary.

• You have experience as a technical project manager for at least 2 years on projects comprising at least 1500 hours.
• You have experience in procurement and evaluation of technical solutions, such as monitoring systems or IoT.
• You have documented knowledge of real-time monitoring protocols such as GPS, RFID, and LTE/5G.
• You have experience with information security and personal data management according to GDPR.
• You have certification in information security, such as ISO 27001 or CISM, or equivalent practical experience.
• You have experience working with international suppliers.
• You have excellent ability to work independently and escalate issues to the steering group.
• You have experience in project governance according to authority guidelines or similar models, such as PPS or PRINCE2.

• You have experience with agile methods such as Scrum or SAFe combined with the waterfall model.
• You have knowledge of the DOS Act and requirements for digital public services.
• You have experience in crisis preparedness and business continuity planning for IT systems.
• You have certification in project management, such as PMP or PRINCE2.
