We are now looking for employees with competence in animal welfare, specifically within the handling of complaint cases and cases regarding insufficient supervision of dogs. The work also includes animal welfare inspections of food-producing animals, animal ban assessments, permit assessments, preliminary assessments, as well as the handling of subordinate seizures from the police and their execution.

What does the role involve?

Here you will have a varied job. Primarily, you will work with the handling of complaint cases and cases concerning insufficient supervision of dogs. The area includes, for example, receiving and processing reports from the public and veterinarians. As an animal welfare case officer, you work both administratively and in the field. You review documents, conduct animal welfare inspections, write inspection reports, and draft and present decisions. The work also involves other administration and service tasks.

The work can potentially be combined with other tasks depending on your competence and the organization's needs. This could include handling subordinate seizures from the police, executing animal seizures, conducting planned inspections of farm animals and vehicle inspections for animal transport, permit assessments, or animal ban assessments.

We work divided into groups with a primary focus on one or several tasks, but you need to be willing to work with other tasks or in other groups and units within the department.

The assignment involves many contacts at different levels in society, for example with the public, animal owners, animal health personnel, companies, industry organizations, municipalities, county administrative boards, central authorities, and ministries.

All employees at the County Administrative Board may be included in the crisis and war organization and in coordination work during societal disruptions.

Are you the one we are looking for?

For this role, we want you to have:

  • Relevant higher education with an emphasis on the animal welfare area, or alternatively other education or acquired knowledge that the employer assesses as equivalent.
  • Good ability to read and write in Swedish.
  • Good knowledge of animal welfare legislation and awareness of welfare risks in different forms of animal husbandry.
  • Good knowledge of the Office package.
  • Good communication skills and the ability to express yourself both verbally and in writing in Swedish.
  • A driver's license for passenger cars.

To succeed and thrive in the role, you need to have self-drive, be able to take initiative, and independently plan and execute your work efficiently towards set goals and schedules. You are responsible, receptive, and have very good communication skills. The work presupposes that you enjoy collaborating with other people, as you will have extensive contact with animal owners, business operators, authorities, and colleagues in the department. You need to have good judgment in all these contacts combined with great integrity in the exercise of authority. The work also requires the ability to act in difficult situations and to defend oneself from pressure that may arise in connection with the exercise of authority.

  • Have the ability to prioritize and adapt to work with new tasks or in new contexts.

Great importance will be attached to your personal qualities.

It is meritorious if you have:

  • Experience in case handling regarding the Act on Supervision of Dogs and Cats.
  • Experience working as an animal welfare case officer at the County Administrative Board and knowledge of the systems Platina and DSK.
  • Practical experience working with animals.
  • Experience working with people in areas such as order and security, care, elderly care, or social work.
  • Experience in other case investigations or work at an authority and application of the Administrative Procedure Act.

More about us and the role

The employment is permanent, and you will work at the Animal Welfare Unit. The unit consists of the animal welfare business area, with cases related to complaints about inadequate animal husbandry, from reporting to inspection and, if necessary, seizures. It also includes cases regarding insufficient supervision of dogs.

We are part of the Rural Affairs Division with five units and a total of nearly 80 employees.

In the teams, we collaborate and support each other within our respective areas. Unit managers lead with warmth and engagement and practice trust-based leadership.

Start date: July 2026 or by agreement.
