Do you want to help build structured and efficient portfolio management in a developing municipality? We are now looking for an experienced portfolio strategist who will play a key role in creating overview, structure, and control of the municipality's combined project and investment portfolio.

The municipality has initiated work to develop a consolidated portfolio management for investment and urban development projects. The purpose is to create a common overall picture of ongoing and planned projects, as well as to strengthen prioritization, coordination, and long-term economic control. The work includes, among other things, developing common prioritization principles, clearer project management according to the PPS model, and a more cohesive follow-up of the economic and operational consequences of investments. The goal is to create better conditions for sound financial management, efficient resource utilization, and strategic planning over time.

Job Responsibilities

We offer a strategically important role where you will help develop and coordinate the municipality's portfolio management of investments and projects. You will become part of an organization with high ambitions regarding sound financial management and long-term societal development. You will drive the work of creating a municipality-wide overall picture of ongoing and planned projects and programs, as well as strengthening prioritization, coordination, and long-term economic control.

The role involves developing and following up on common prioritization principles, clearer project management according to the PPS model, and a more cohesive follow-up of the economic and operational consequences of investments. The assignment is largely in the setup phase, where you will have the opportunity to establish working methods, structures, and tools for a more consolidated and efficient project management.

About the Workplace

The mandate of the Municipal Executive Office is to lead, coordinate, and follow up on the municipality's operations. We ensure that the municipality functions efficiently and that residents receive the services they need, while simultaneously supporting elected officials and administrations.

The role will be located within the centralized finance department, which consists of four units; Accounting, Management Support, Payroll, and Procurement. The department has approximately 40 employees. You will be placed within Management Support, which is a support function primarily for managers throughout the municipality and especially within the economic areas. The employees within Management Support consist of controllers, economists, statisticians, and local strategists.

What We Are Looking For

To succeed in the role, you have:

We are looking for someone who has:

• A university degree or equivalent experience assessed by the employer as equivalent
• Several years of experience as a project manager
• Several years of experience in project management and/or portfolio management
• Experience with large projects, preferably within real estate, urban development, or infrastructure
• Good understanding of the different phases of projects – from early stages to implementation
• Experience working according to established project models, such as PPS or similar
• Experience in producing analyses, reports, and decision support materials
• Experience working with or implementing digital tools for project or portfolio management

Experience from the public sector or politically governed organizations is an advantage.
