Your new workplace
The Individual and Labour Market Administration is responsible for individual and family care, the labour market, and adult education. The administration consists of four operational areas: Children, Young People and Family; Work and Sustainment; Adult Education; and Substance Abuse and Mental Illness, where we are now looking for a Process Manager/Operational Manager.
The Substance Abuse and Mental Illness operational area is led by an Operational Director together with ten unit managers and covers both authority functions and activities within support, treatment, and care. The assignments target adults between the ages of 18 and 65 and aim to provide support, protection, and care to create reasonable living conditions.
The operations work with, among other things:
- support and treatment for addiction issues

- support in some cases regarding housing acquisition
We work for a legally secure and efficient operation where the individual's needs are at the center. An important focus for the future is the welfare transition currently taking place within social services.
How you contribute in the role of Process Manager/Operational Manager
As a Process Manager/Operational Manager, you have overall responsibility for the work with the addiction plan, the comorbidity reform, and collaboration with the region, for example, regarding the discharge process from inpatient care. You support the Operational Director in both strategic and operational matters and serve as support to case officers when needed.
In the role, you represent the operational area in collaboration forums with the region and drive development and quality work related to the transition of social services. The assignment may also include investigative work and the implementation of new working methods.
You play a key role in ensuring a safe and legally secure discharge process from inpatient care by supporting operations, developing routines, and contributing to educational initiatives. The role requires good knowledge of the mission of social services, the organization of healthcare, and the ability to work independently, structured, and long-term.
You are part of the operational area's management group, and other assignments may become relevant based on operational needs.
Your competence and experience
We are looking for you who have a degree in social work or another academic education that the employer deems relevant. You have several years of current experience within the operational area of social services, for example, individual and family care, addiction care, authority functions, or another related area.
For the role, you need to have:
- good knowledge of legislation, regulations, and guidelines within social services
- education in social law
- good understanding of the division of responsibility between the municipality and the region
- experience in development and change work
It is meritorious if you have relevant further academic education in areas such as project management, quality management, or another relevant area.
You express yourself well in Swedish, both orally and in writing, and have good digital competence with the ability to quickly familiarize yourself with and use various digital tools.
To thrive in the role, we see that you are development-oriented and have the ability to drive change and development work forward. You work independently, take initiative, and have a structured working method with good ability to plan and prioritize. The role also requires you to be relationship-building and have an easy time collaborating, creating trust, and building good relationships both internally and externally.
We place great emphasis on personal suitability.
