About the position

As the Department Manager for Functional Support, you have overall responsibility for operations, personnel, economy, and working environment within the department. The role covers several operational areas within the Support and Service Act (LSS), including group homes, service apartments, personal assistance, and support measures such as day activities.

The role involves leading through subordinate unit managers and creating conditions for close, trust-based leadership throughout the entire operation. You are responsible for ensuring that services maintain high quality and are carried out in accordance with current legislation, decisions, and established goals.

The role also includes responsibility for the administration's resource unit, which serves the entire administration regarding hourly substitutes and resource personnel. This means you have overall responsibility for how resources are planned, prioritized, and used in an efficient and needs-adapted manner within the organization.

Functional Support is a central part of the new organizational structure, with the purpose of creating a sustainable, flexible, and clear organization that can meet increased needs and changed requirements. We assume that change is a natural state in operations, which places demands on leadership that creates stability while driving development and adaptation over time.

You are part of the administration's management group and collaborate closely with other department managers. Together, you work for the whole of the administration and to create good conditions for collaboration, quality, and efficient resource use.

In the role, you work both strategically and operationally. You lead development work, follow up on goals and results, and ensure that the operation has a good structure. An important part of the role is to create participation, clarity, and engagement among your managers and employees.

As Department Manager, you are also responsible for the budget and resource allocation within your area. You work actively with follow-up, analysis, and development to ensure a long-term sustainable operation.

Qualifications

To succeed in the role, we are looking for someone who has the ability to see the big picture and translate overall goals into concrete operational development. You understand the connections between different parts of the organization and can balance the operation's needs, economy, and quality in your decision-making.

You are a strategic and analytical leader who works in a structured and long-term manner, while also having the ability to act when needed in the operational sphere. You are driven by developing the operation and finding sustainable solutions that create value for both users and employees.

Formal Requirements

• University education of at least 180 credits, e.g., social worker, behavioral science, or other education with a focus on social work that the employer considers equivalent
• Very good ability to express yourself orally and in writing in Swedish
• Good digital competence
• Good knowledge of and ability to apply legislation within the Social Services Act (SoL) and the Support and Service Act (LSS)

Experience

• Experience of working within functional support, LSS, or a related area
• Experience of managerial or leadership roles
• Experience of leading through managers is meritorious
• Experience of public sector operations, preferably municipal, is meritorious
• Experience of change and development work

As a person, you are clear and confident in your leadership. You create direction, set frameworks, and follow up on results in a consistent manner. At the same time, you are responsive and listening, with a good ability to build trusting relationships and create engagement in the organization.
