The Quality and Development Unit consists of six development managers, a Medical Responsible for Rehabilitation (MAR) and a Medical Responsible Nurse (MAS). The unit is responsible for cross-administrative quality and development work. We have several representatives in national networks and act as a link between the national and local levels.

Our tasks are varied and cover the entire administration. In addition to this recruitment, we are also recruiting project managers for the multimorbidity reform; these two project managers will be important collaboration partners.

Your Responsibilities

As a Project Manager, you will have overall responsibility for leading the development and transformation of the Social Services Administration in accordance with the new Social Services Act. The administration has established the vision: "A preventive social services – easy to reach, easy to understand".

The project A Sustainable Social Services on Gotland drives and supports the social services to change and develop based on the Social Services Act that comes into effect on July 1, 2025. The project aims to analyze how social services function today and transform this into practical work that leads to a more preventive, equitable and gender-equal, accessible, and evidence-based social services.

The assignment involves coordinating and driving the change work based on a developed project plan and activity plan, with the goal of ensuring that the administration adapts to new legal requirements, division of responsibilities, and working methods. The project runs until December 2028.

As a Project Manager, you will lead and follow up on the work together with a steering group consisting of representatives from the administration's management group and in close collaboration with politics. Through the cohesive project group, with representatives from the administration, you will ensure the progress and implementation of the work at the overall, departmental, and unit levels.

The new Social Services Act puts collaboration in focus, and you will use existing networks and forums for collaboration to ensure that the transformation reaches the entire region and civil society.

You are to lead and drive the project in accordance with Region Gotland's project model and work based on a developed project plan, ensuring a clear goal picture, timeline, activity plan, deliverables, risk analysis, and follow-up structure.

  • Monitor the external environment and participate in the Learning Process for transformation work (SKR)
  • Collaborate with relevant parties internally within the Social Services Administration
  • Collaborate externally with, for example, healthcare, the region, municipal operations, and other partners
  • Ensure that the user perspective is considered in the transformation work
  • Ensure user participation in the transformation work

Who are you?

You have a relevant university education, such as a social worker degree, or another education that the employer deems equivalent. You have good knowledge of the social services' mission and organization, as well as experience working based on both regulatory authority or implementation. You have previous experience as a manager or in other leadership roles. You have very good ability to express yourself verbally and in writing in Swedish, as well as good administrative skills and a habit of working in a structured manner. A B-class driver's license is required.

It is meritorious if you have experience in project management, change management, implementation of new legal requirements or major reforms, as well as process development. Experience of collaboration between municipalities and regions, work in a politically governed organization, and documented experience of leading complex projects within public operations are also meritorious.

In addition to formal requirements, we place great emphasis on personal qualities that are considered significant for the role.
