Considering the protection of the civilian population, hazardous substances, and nuclear emergency preparedness, we are looking for you who want to contribute in the role of case manager with a focus on disaster protection and civilian protection. The Unit for Civil Protection and Preparedness consists of a group of 19 people, where tasks within preparedness, crime prevention, and violence against women are included. The unit is led by a unit manager and an assistant manager. We work in teams/business areas with different areas of responsibility, which provides the opportunity to specialize in some areas while maintaining a holistic perspective to see how the different parts of the work are connected. We also collaborate across team/business boundaries, and you will become part of a unit characterized by a good cooperative climate, lack of hierarchy, and mutual trust.
Our work with preparedness aims for the county to have a good ability to prevent, withstand, and handle societal disruptions across the entire threat scale, from peacetime accidents to heightened readiness and war. We are responsible for both planning and long-term work as well as handling acute events.

Job Description
At the unit, we work, within preparedness, on capacity building at several levels in the system: our own agency, the county, the northern civil area, nationally, and internationally. Roles and tasks within the group may be redistributed and changed depending on the assignments we are given and societal development.
The position primarily includes the following tasks:
- The Act on Protection against Accidents (LSO), which among other things includes responsibility for the administration of forest fire aviation, support to the Swedish Civil Contingencies Agency in their supervision, and cooperation with the county's rescue services, as well as continuing the development of rescue services during heightened readiness together with the county's rescue services.
- CBRNE/hazardous substances.
- Nuclear emergency preparedness.
- Development and support within the area of civilian protection, e.g., planning for evacuation/sheltering.
- Consider risk aspects in societal planning when handling referrals.
- Drive and participate in development work regionally, nationally, and internationally.
- Participate in other common tasks within the area of civil protection and preparedness.
Qualifications
To thrive in the role, you must be able to collaborate in a group and build relationships both within the agency and with external actors. You need to be driven and able to work independently, strategically, and long-term, while also being flexible and able to adapt your work based on new conditions. Our complex operations require you to see issues from different perspectives; therefore, you need to have the ability to see the big picture.
You are comfortable giving oral presentations and can also express yourself well in writing.
We are looking for you who:
- Have a degree from higher education that the employer considers relevant for the area of operations, or equivalent experience.
- Have experience working with preparedness or total defense issues from the public or private sector.
- Have, for the tasks, very good ability to express yourself in speech and writing in Swedish.
We consider it meritorious if you also have:
- Experience of working within disaster protection at an operational or strategic level.
- Knowledge of CBRNE (chemical, biological, radiological, nuclear, and explosive substances) and experience of preparedness work related to these subject areas. Experience of working with risk analyses, risk assessments, and statements.
- Experience of development and planning within the area of civilian protection.
- Experience of using Rakel as a communication tool.
- Experience or knowledge of GIS.

Terms
The position is a permanent full-time employment, and a probationary period may apply.
The position will involve a security clearance before entry and requires that the person employed is a Swedish citizen.
