Boverket is the national authority for planning, construction, and housing. We aim to contribute to a sustainable society with good housing in vibrant environments. Our focus lies on issues related to the built environment, the management of land and water areas, physical planning, construction and management of buildings, housing, and housing finance. Since July 2025, Boverket has also served as the emergency preparedness authority within the emergency preparedness sector for industry, construction, and trade.

Boverket has its headquarters in Karlskrona, with a smaller office in Malmö. Today, approximately 250 people work at the authority, including architects, civil engineers, economists, lawyers, communicators, planners, and social scientists.

Your role with us

The IT unit consists of approximately 20 employees responsible for Boverket's IT infrastructure and IT systems – from idea, architecture, and design to development, testing, implementation, management, incident handling, and user support. We work closely with the business operations and our external suppliers to create IT support that truly adds value.

Boverket operates according to the governance model pm3. As an IT Governance Manager, you have a leading role for one or more governance objects, for example working within the governance object for decision support, GIS, and data analysis. You also have overall responsibility for the IT deliveries of these objects.

The role involves planning and monitoring the governance, creating governance plans and budgets, capturing and prioritizing business needs, and coordinating governance activities. You maintain ongoing contact with external suppliers and actively work with requirement setting, ordering, and monitoring SLAs.

You are operationally responsible for ensuring that the governance objects support the business efficiently. You collaborate closely with Boverket's core operations, external system developers, and our IT operations organization, and you also lead IT projects according to Boverket's project control model.

As the coordinating Governance Manager, you are the team leader for our other Governance Managers.

The work also includes, for example:

  • Coordinating planning, priorities, and resources between different governance objects.
  • Leading joint forums for Governance Managers and ensuring uniform application of control models (e.g., pm3).
  • Monitoring status, risks, and dependencies in the governance portfolio and reporting to responsible managers/steering groups.
  • Being a support, sounding board, and coach for other Governance Managers in their assignments, as well as driving improvement work within your area.

Your competence profile

We are looking for you who have several years of current experience within IT governance or IT operations and are accustomed to leading teams or groups responsible for planning, prioritizing, and monitoring IT operations. You express yourself clearly and pedagogically in both Swedish and English, both verbally and in writing. Fundamentally, you have an academic education in IT/system science or equivalent as assessed by Boverket.

It is meritorious if you have:

  • Good technical competence in one or more of the areas of IT governance, IT operations, and IT support.
  • Experience working in the public sector.
  • Experience working according to pm3 and/or ITIL as well as agile working methods.
  • Experience in public procurement and contract management, preferably according to LOU (Public Procurement Act).
  • Experience in requirement setting and testing within system development.
  • Experience in operations with outsourced system development.
  • Experience in change management, project management, and systematic information and IT security work, including risk and vulnerability analyses.

As a person, you have good initiative and thrive working both independently and collaboratively. You are structured, analytical, and goal-oriented, with the ability to see both the big picture of Boverket's IT environment and the technical details. You can translate business needs into appropriate and secure technical solutions and are confident in prioritizing and making decisions – qualities we place great value on.

In the role of coordinator and team leader, you have a coaching and non-hierarchical approach. You easily build trust, establish good relationships, and maintain dialogue with business representatives, technicians, project managers, and suppliers. You are service-oriented, communicative, and actively contribute to a good collaborative climate.

The employment

The position is a permanent employment at the headquarters in Karlskrona, with a start date as agreed.

At Boverket, there is also an opportunity for you as an employee to agree to work remotely up to 49% of working time, when and provided that the tasks allow for it.
