We are looking for an engaged IT Security Manager with a clear municipality-wide responsibility to drive, develop, and coordinate the municipality's work within IT and cyber security. The role is strategic, operational, and advisory – with significant autonomy and requirements for independence.

Responsibilities

As the IT Security Manager, you are responsible for coordinating, developing, and monitoring the municipality's work within IT and cyber security. The position involves both strategic and operational work.

You work closely with operations, the IT function, and management, and are responsible for creating, maintaining, and further developing the municipality's IT security strategy, guidelines, and governing documents. The role also includes supporting operations in matters regarding security requirements, risk management, and regulatory compliance.

You contribute security expertise during changes and development of the municipality's IT environment, for example when introducing new technical solutions, where security assessments and risk analyses are a natural part of the work.

You will work with:

• Develop and maintain the municipality's IT security strategy, guidelines, and governing documents
• Identify, analyze, and monitor IT-related risks, threats, and vulnerabilities
• Lead or participate in security-related projects and action programs
• Support operations, system owners, and projects with security requirements and advice
• Participate in incident management, conduct analyses, and propose preventive measures
• Collaborate closely with the Information Security Officer, IT Architect, System Engineer, and other roles in the organization
• Collaborate with external organizations on IT security matters
• Work with continuity planning, log management, monitoring, and follow-up of security work
• Conduct training and communication efforts to increase security awareness
• Monitor the external environment for requirements, regulations, and threats
• Contribute to work on AI, cloud services, and integrations from a security perspective

We are looking for you who:

Have experience in IT security, cyber security, or operation of IT environments with clear security components. You have a genuine interest in the threat landscape, technology, and robust solutions, and a desire to develop processes and structure for long-term sustainable security. You are analytical, communicative, and have an easy time building trust in both technical and business-related contexts. You thrive working independently but collaborate willingly when the task requires it. You are solution-oriented and have a desire to contribute to the municipality's development within digital safety and cyber security.

Requirements for the position:

• An academic education in IT, information security, computer science, or other relevant education
• Experience in IT security work, identity management, access controls, and security architecture
• Experience in conducting risk analyses and working with risk management methodology
• Knowledge and experience working with relevant regulations and frameworks such as CSL, GDPR, ISO 27001, or MCF's guidelines
• Fluent in Swedish, both spoken and written
• Very good knowledge of English, both spoken and written
• A valid driver's license (Category B) is required for the position

Merits for the position:

• Experience from larger organizations with complex IT environments
• Experience with SIEM, log management, incident management, or SOC work
• Knowledge of cloud platforms (e.g., Azure) and modern identity solutions
• Experience with Google Workspace or Microsoft 365
• Certifications such as CISSP, CISM, CompTIA Security+, or equivalent
• Experience with IAM, network design, penetration testing, or vulnerability testing
• Experience working with security related to AI, integrations, or data platforms

• The position is a permanent full-time employment
• Start date according to agreement.
