In a role with significant influence, broad responsibility, and close connections to both politics, operations, and societal development? Our Chief of Staff is moving on to other assignments, which is why we are now looking for you who want to take strategic overall responsibility for the municipality's administrative operations and help continue to develop a modern, legally secure, and communicative organization. The administrative function is part of the Business and Society Department.

Job Responsibilities

As Chief of Staff, you report directly to the Municipal Manager and are part of the department's management group together with 6 other functional managers. You lead a team consisting of the Municipal Secretary, Registrar, Researchers, and Communications Strategist.

You are responsible for ensuring efficient and legally secure case handling from preparation to decision and communication, acting as a central link between the professional staff organization and the political leadership.

Your responsibilities include, among other things:

  • Operational, personnel, and budget responsibility for the administration
  • Overall responsibility for case and document handling as well as the registry and archives
  • Leadership of the municipality's investigative work and preparation of decision-making materials
  • Coordination of consultation responses and quality assurance of the case process
  • Strategic responsibility for internal and external communication

Additionally, the role includes:

  • The whistleblower function and ensuring legally secure handling
  • Development of democracy and influence issues, such as citizen dialogue
  • Responsibility for the municipality's work as an administrative municipality for the Sami languages (North Sami and Lule Sami)
  • Development of the municipality's place brand in close collaboration with operations and business life
  • Strategic communication that supports both the organization's goals and the needs of citizens
  • Planning and implementation of elections in the municipality

Qualifications

We are looking for you who have an academic degree in political science, law, or another relevant field, as well as experience working in a politically governed organization.

You are a confident and development-oriented leader with the ability to combine structure, strategic thinking, and good collaboration skills. You are accustomed to working closely with political leadership and have a good understanding of municipal decision-making processes.

As a person:

  • You are proactive and have the ability to build up and develop operations
  • You have a trust-based leadership style that creates engagement
  • You communicate clearly and pedagogically, both internally and externally
  • You have the ability to see the big picture and create structure in complex contexts

Knowledge of Sami culture and language is an advantage.
