The municipality's controller services are located at the Controller Unit within the Department of Economics and Operational Control, which is part of the municipality's central organization. The unit supports the municipality's administrations in matters concerning planning, follow-up, analysis, and control.

What does the job involve?

We are looking for two employees. Both positions primarily support the Care Administration, which is divided into the Department of Regulatory Authority and the Department of In-house Operations - Humaniora Care and Welfare - as well as staff functions. In-house operations consist of five area managers and about twenty unit managers. The activities within the Care Administration's area of responsibility are elderly care and care for people with disabilities. The activities are largely governed by the Social Services Act (SoL), the Health and Medical Services Act (HSL), and the Act on Support and Service for Certain Disabled Persons (LSS).

As a controller at the Controller Unit, you will work both strategically and operationally with financial control for the city's various administrations. You have a key role in coordinating budget work, follow-up, analysis, and reporting, and are an important support to the administration leadership, operational managers, and other decision-makers, economists, and controllers in the organization.

The Care Administration works for the Care Board. The boards receive regular reports on the status of both finance and operations and decide on the operational plan and budget, in accordance with the city's annual cycle.

For one of the positions, a coordinating role may eventually become relevant, which involves operational management of a small group of controllers and participation in certain management groups.

The role includes:

  • Coordinate and drive budget and forecast processes
  • Coordinate the preparation of monthly, quarterly, and annual accounts
  • Coordinate work with internal control
  • Conduct qualified analyses and prepare decision-making materials
  • Follow up on key figures, quality, and resource utilization
  • Support managers in operational planning and financial control
  • Contribute to the development of control and management processes
  • Collaborate with the city's overarching economic functions and other administration controllers

Who are we looking for?

We are looking for someone who has

  • A university degree in economics, public administration, or similar
  • At least three years of experience as a controller, preferably within a municipality or region
  • Experience in operational planning, follow-up, and analysis
  • Good understanding of welfare operations and their economic prerequisites
  • Very good knowledge of the Office package and experience with larger decision support systems

We consider it an asset if you have experience of

  • work with internal control and contract follow-up
  • work in a politically controlled organization
  • operational management or a coordinating role
  • operational areas within care and social services

You are analytical, structured, and have the ability to see the big picture. You enjoy working independently, but also in close collaboration with others. One of your strengths is presenting complex information in a pedagogical and recipient-adapted way. You are solution-focused, communicative, and have a genuine interest in contributing to social welfare. You find it easy to adapt to changing conditions and are flexible in your working methods. At the same time, you are goal- and result-oriented, with the ability to translate strategies into concrete actions and drive the work forward towards set goals.
