Unit Manager for New IT Organization
Do you have experience leading in an IT organization and want to help build a new organization within an authority with an important societal mission? We are looking for two unit managers who want to take broad responsibility in a modern authority where change, development, and societal benefit are in focus.

The new IT organization is under construction. As a unit manager, you will therefore play an important role in developing working methods, distribution of responsibilities, and structure in the organization together with other managers and leadership.
During the year, several new system implementations will take place while a new organization will be developed to take effect at the turn of the year 2026/27 when a merger with Digg occurs. The new authority will mean a doubling of the total number of employees working with IT. In connection with this, the exact area of responsibility will be established.
My name is Charlotte Örnlid, and I am the acting department head for Business Development. You will be part of the department's management team. I lead with trust and open dialogue and see teamwork as crucial to handling the complex issues we face. Together, we build a safe, positive environment where we complement and support each other.
As a unit manager, you will lead a unit within the new IT organization with personnel, work environment, and budget responsibility for about 12 employees in various roles. You will be responsible for operational planning, budget, contracts, and personnel matters, as well as coaching and supporting employees to create a well-functioning unit.
You will be part of the department's management team, participate in strategic IT issues, and contribute to several steering groups in close collaboration with other parts of the organization. The role also includes work with contracts and procurement according to LOU and acting in line with the civil service role.
The area of responsibility will evolve over time and may include, for example, management, AI, incident, system development, innovation, or support processes. The role may also involve leadership across multiple locations and indirect responsibility for consultants.
About the Team
The new IT organization is under construction, and the distribution of responsibilities is not fully established. The units may work with business development, management, system development, or service desk. You operate in a changing environment where collaboration, flexibility, and the development of common working methods are central.
About You

We are looking for someone who has:
- Post-secondary education in a relevant field, such as IT, technology, systems science, or economics, or equivalent competence deemed comparable by the employer.
- Several years of relevant experience leading employees with personnel, work environment, and budget responsibility.
- Experience in a leadership role in an IT organization
- Practical experience working with system development and management of IT services
- Good ability to express yourself in Swedish
It is also advantageous if you have:
- Work experience regarding AI's potential to streamline various operations
- Experience in a leadership position implementing M365 with a focus on legal and technical prerequisites
- Experience in change management
- Work experience in business development and innovation
- Leadership experience in larger organizational changes
- Broad experience in managing various types of services and systems.
- Familiarity with LOU and other regulations applicable to government authorities, such as GDPR, and preferably those that PTS will supervise, e.g., cookie regulations in the Electronic Communications Act (LEK) and the Digital Public Service Accessibility Act (DOS Act).
- Experience and knowledge of agile working methods
- Experience working in a government authority
- Experience leading remotely

Good to Know
The position is a permanent employment with an initial probationary period of six months. Placement in Stockholm starting October 1. Your job title will be Unit Manager.
