Unit Manager for the Legal Department

The Legal Department plays a key role within PTS and contributes to ensuring that the authority's operations are conducted with high legal quality. The department supports the entire authority in matters concerning legal quality assurance, regulations, data protection, general administrative law, legal processes, and dispute resolution, and acts as a strategic support to both operations and management. The assignment is dynamic, and the unit you will lead has a broad and responsible mission focused on legal governance, quality assurance, and the formulation of regulations in line with the digitalization of society and the needs of total defense.

About the Role
As a unit manager, you will lead, support, and allocate work within the unit and have personnel and work environment responsibility for the employees. You will be responsible for annual planning and follow-up of operations, including budget. The role involves coordinating the Legal Department's work with regulations and leading a professional legal support to other parts of PTS in both operational legal and substantive legal matters. You will be responsible for ensuring that the unit handles referrals, coordinates data protection issues, and develops the authority's work and delegation order. You will also be responsible for PTS's internal whistleblower function and are designated as the authorized person according to applicable legislation.
The role includes participating in board meetings where regulations are decided, representing the department at presentations, and, after a while, being able to act as a deputy for the chief legal officer. The role requires you to independently take overall responsibility, make priorities, and determine which issues need to be anchored at the management level.
PTS is currently preparing for the Authority for Digital Administration to be incorporated into the operations from January 1, 2027. In connection with this, the role and the unit's assignment may change somewhat.
About the Team
The Legal Department consists of two units: the Regulations Unit and the Legal Processes and Dispute Resolution Unit. The unit you will lead currently consists of eight lawyers. Here, you will work as a manager for experts with high competence, in an open and unpretentious climate, with a strong societal focus and a good balance between work and leisure.
About You
To thrive and succeed in the role, you are collaborative and have a clear leadership style. You are experienced and confident in the role of lawyer and manager and can create well-functioning teams through trust, clarity, and engagement. You are stable and can handle a large influx of questions, prioritize, and make well-founded decisions with a focus on legal quality and consistency. You work to build relationships and contribute to good cooperation within the department and the authority. Furthermore, you are solution-oriented and have the ability to lead in an environment where assignments and conditions change over time. You communicate clearly and pedagogically and can act as a senior legal sounding board when needed. Your personal qualities are important, which is why we will place great emphasis on these.
We are looking for someone who has:
- Law degree
- Clerkship or similar experience from a court or legally specialized function
- Several years of current leadership experience with personnel, budget, and work environment responsibility
- Good knowledge of and practical experience in administrative law and authority law
- Experience in regulatory work or other legislative writing
- Very good ability to express yourself verbally and in writing in Swedish and English
It is also meritorious if you have:
- Experience working as a lawyer in a higher court
- Experience working as a lawyer in the Government Offices
- Experience in legal issues related to the digitalization of authorities, such as IT law, data protection, data sharing, or information management

Good to Know
The position is a permanent employment with an initial probationary period of six months. Placement in Stockholm with start as soon as possible by agreement. Your job title will be Unit Manager.
