JO is looking for department heads for the supervision departments
The main task of JO is to promote legal certainty in the public sector. As a department head with us, you will have a central role in the supervision work. You will lead a supervision department and, together with other department heads, be part of the authority's management. In your role, you will be responsible for quality, planning, governance, follow-up, and development at both the department and authority levels. JO is developing and streamlining the organization and operations and has decided to establish four department head positions as part of this work. As a department head, you will work closely with the ombudsman and be in charge of the department's bureau chiefs and legal experts. You will be part of the authority's management team and drive the development of the operations. The Chief of Staff is your immediate supervisor.
What does the position entail?
As a department head, you will lead the operations in your department. The role includes
- managerial responsibility for currently one or two bureau chiefs and about ten legal experts in Stockholm and, for some, also a couple of legal experts at JO's office in Gothenburg,
- strategic and long-term work at both the department and authority levels,
- responsibility for the department's results and for internal governance and control (each bureau chief is responsible for the results of their bureau),
- operational managerial tasks in supervision.
The operational tasks include, among other things, conducting qualified legal analyses and assessments within the relevant subject area and ensuring the legal and linguistic quality of the decision proposals submitted to the ombudsman. It also includes deciding which complaints should be investigated and how, as well as proposing suitable initiatives for the ombudsman. After delegation, you may decide simpler complaint cases and lead inspections.
Your qualifications
To succeed in the managerial role, you need to have very good strategic ability and be a highly skilled and development-oriented leader with excellent managerial and leadership qualities. Of course, you are a person with good judgment and strong collaboration and relationship skills.
You also need to have very good knowledge of internal governance and control and what it means to have personnel responsibility, as well as at least basic knowledge of budget work and long-term competence supply. If you also have documented experience working with these issues, it is an advantage.
As the person responsible for the operational supervision work, you must be a proven skilled and experienced lawyer who meets high professional standards. You are currently working or have worked as a judge, prosecutor, or equivalent. You express yourself very well in speech and writing, take significant personal responsibility, monitor the environment, see the big picture, and have a strong initiative and performance ability.
It is advantageous if you have experience in supervision work, change management, management team work, or business development with others than lawyers. Also advantageous is in-depth knowledge in a legal area particularly relevant to supervision work.

The employment
The employment is a permanent full-time position that begins with a six-month probationary period. We will agree on when you start.
JO's premises are centrally located at Kungsträdgården in Stockholm. During a planned renovation (from autumn 2026), we will rent premises at Sveavägen 25.
