As the procurement manager, you have overall responsibility for the municipality's strategic purchasing and procurement processes. You lead, coordinate, and develop the work with procurements and contribute to creating long-term sustainable and effective business deals that strengthen the municipality's operations and improve the daily lives of its residents.

You will be part of the management team of the municipal executive office and report to the chief of staff. The role involves a broad strategic, but also somewhat operational assignment where you are an important driving force in the municipality's development.

Currently, a comprehensive development effort is underway to create a more purposeful and efficient purchasing operation. Here you will have the opportunity to combine strategic leadership with operational development work alongside a competent team and in close collaboration with the entire organization and the business community.

RESPONSIBILITIES

You will lead and develop the municipality's purchasing and procurement operations with a focus on quality, business acumen, and sustainability. In your role, you will among other things:

• Further develop the organization, working methods, and processes within purchasing and procurement
• Build and anchor a strong and positive purchasing culture
• Strengthen collaboration between the procurement function and the municipality's operations
• Develop cooperation with the business community and follow national development trends and regulations
• Ensure strategically sustainable and effective procurement solutions
• Drive change and development work in accordance with applicable legislation

You will lead an engaged and competent team consisting of procurement officers, category managers, purchasing controllers, and e-commerce coordinators. You have personnel, operational, and budget responsibility and create good conditions for the team's development, especially as several new employees are on their way into the group. You shape working methods, culture, and development with a focus on both results and employee engagement.

QUALIFICATIONS

We are looking for someone who:

• Has a relevant university degree in, for example, economics, law, or equivalent competence through experience
• Has documented managerial experience and a good ability to lead and develop employees
• Has experience in purchasing and procurement and good knowledge of LOU
• Has experience in driving change and development work
• Experience from a politically governed organization is an advantage

As a leader, you are confident, clear, and inspiring. You combine strategic insight with operational drive and have an easy time building trust and good collaborations. You see the value in developing both operations and people and thrive in a role where you can influence, collaborate, and drive development.

You express yourself well in Swedish and English, both orally and in writing, and use digital tools as a natural part of your work.

The position is classified in a security class, and a security review will be conducted.
