About the workplace
Do you want to help shape the future of Helsingborg? We are now looking for someone to drive and coordinate Helsingborg's work with Smart City – a mission that involves much more than technology. You will play a key role in building structure, collaboration, and value creation through digitization in our urban development. This is a senior role with strategic and cross-organizational responsibility. You will become the city's specialist in the Smart City area and have a large mandate to set direction, drive change, and create long-term societal benefits.
As the program manager, you will be placed in the City Management Administration, in the unit for strategic community development. We are located in the ocean harbor at the Center for Innovation. You will work together with colleagues in the department and in the city, but also with companies, the business community, and civil society.
Job Responsibilities
We have come a long way in digitalization, sustainability, and innovation – but now we need to take a comprehensive approach to how we create value from smart solutions in our city. It involves connecting digital technology, urban development, and community services with clear structures, roles, and long-term value. You will work in a complex environment where you need to be able to drive change, manage many stakeholders, and sometimes navigate conflicting goals.
As the Smart City program manager, you will lead the work to:
- Establish and manage a coordinated portfolio of smart city initiatives
- Create a common overview of needs, efforts, strengths, and gaps
- Ensure collaboration between different administrations and external parties – e.g., urban planning, digitalization, finance, Pingday, and other infrastructural actors
- Promote and contribute to a clear division of responsibilities and structure between administration and operations to foster the city's development as a smart city
- Highlight how technology creates societal benefits, e.g., in mobility, safety, reuse, energy, digital services, and environmental monitoring
- Contribute to making the city a platform for innovation – where other actors can also be smart
- In close collaboration with the city's testbed operations, strengthen Helsingborg as a platform where external actors can test and develop smart solutions in a real environment

Qualifications
We are looking for someone who is a systematic, attentive, and visionary enabler and coordinator – and who:
- Has experience in program and portfolio management, particularly in innovation, technology, or urban development areas
- Is accustomed to working cross-sectorally and in complex organizations, where collaboration is key to success
- Has a good understanding of the logic of community building and can connect technology to physical and social urban development
- Understands and can communicate the value of data, AI, IoT, and other key technologies – without getting stuck in the technology
- Is strategic, structured, communicative, and gets things done in collaboration with others.
- Has the ability to create order in the unclear while thinking long-term
In this role, it is essential that you can act as the city's representative and driving force in the matter, with the ability to build trust, create clarity, and drive change in an environment with many wills.
Desirable qualifications:
- Experience in building governance models or coordination structures for cross-cutting work
- Familiarity with the public sector and municipal operations
- The ability to build trust with both managers, colleagues, and external partners
- Insight into operational, financing, and management issues related to digital solutions
