The Social Administration (SCF) is led by a director and is divided into four departments: SCF Staff, Children and Youth Authority, Children and Youth Services, and Adults.

Unit for Strategic Support

The Unit for Strategic Support is responsible for a wide range of interesting and complex assignments. This includes providing strategic support to the Social Committee, the administrative director, and department heads within the administration in all areas of the committee's policy responsibilities. The unit is responsible for:

  • Preparing decision-making materials for the committee and the administration's management group
  • Conducting procurements
  • Drafting contract proposals, contract follow-ups, and evaluations
  • Competence development for the administration

Job Description

As a strategist, you will be responsible for driving the administration's process for the operational plan and will also be the administration's representative in the municipality's goal and budget process. You will also be responsible for producing materials, quality assuring them, and conducting analyses to support management decisions and the development of operations.

Your tasks include, among others:

  • Responsible for and driving the administration's process for the operational plan
  • Acting as the administration's representative in the municipality's goal and budget process
  • Responsible for follow-up of the operational plan and contributing to the work with the committee's quality report
  • Producing materials with analysis in response to inquiries from, for example, the committee, management, media, and other stakeholders, often in consultation with other experts in the field
  • Compiling statistics for national reporting, for example to SCB and the National Board of Health and Welfare
  • Updating and quality assuring monthly statistics and key figures for the management group and department heads
  • Quality assuring statistical materials and providing support to operations in their follow-up work
  • Acting as a support when operations need to design/develop forms or other data collection, for example in connection with evaluation, development, or change of operations.

You will collaborate closely with department heads, specialists, and other strategists and actively participate in the development of the administration's governance model and knowledge management work.

Qualifications

We are looking for someone with a relevant academic degree, such as political science, law, social work, systems science, or equivalent.

You have experience in qualified investigative and development work. You have previously worked in a politically governed organization. You also have experience working at a strategic (complex) level with multiple perspectives simultaneously and working with operational plans or similar governing documents. Experience in the field of social services is an advantage.

You have very good knowledge of the Office suite and fluent knowledge of the Swedish language, both spoken and written. Experience with Power BI is an advantage.

You are strategic, think broadly, and can see the long-term consequences of your decisions. You are a communicative person who finds it easy to listen and adapt your way of communicating. Additionally, you are a flexible person who has the ability to see opportunities in changes. You have the ability to maintain a holistic view and see issues from a broader perspective. Furthermore, you have good collaboration skills and relate to others in a responsive and smooth manner.
