Your tasks
As a contract controller with us, you will have a central and varied assignment. You will work both operationally and strategically with a focus on developing and implementing systematic follow-ups of the Community Building Office's agreements.
You will follow up key figures, collaborate with other controllers within the municipality, and participate in various networks. With us, you will have the opportunity to carry out and lead risk and impact analyses, market surveys, and supplier dialogues.
You will assist the operations with advice and training initiatives, participate in start-up meetings and follow-up forums, and handle complaints about incorrect invoices and other irregularities or disputes with third parties.
Together with the operations, you will analyze development needs for upcoming procurements and work on developing and managing follow-up plans, contract classification, and conditions for follow-up and possible sanctions.
You will also contribute to combating welfare crimes through increased control, targeted follow-ups, and statistics related to contract compliance and delivery follow-up.
As a contract controller, you will have an active role in the strategic work of strengthening procurement management in Norrköping Municipality.
Who are you?
We are looking for someone with a university degree in economics, purchasing, or a related field. You have experience working with contract follow-up, contract management, or compliance in the public sector or a similar organization.
We would like you to have experience in contract follow-up within construction and operations, as well as in dialogue and reporting to political bodies or management groups within the public sector.
It is also positive if you have worked with spend analysis, contract classification, or data-driven improvement work.
We see it as an asset if you have experience managing risks related to welfare crimes and are familiar with systems such as KMD Spend Analysis and procurement and contract databases like TendSign or E-avrop.
As a person, we are looking for someone who is businesslike and meticulous. You are driven by analyzing figures and reporting deviations in entered framework agreements.
You are structured and have a genuine commitment to order, follow-up, and development. You are confident in your competence and have good pedagogical skills.
You work independently but enjoy collaborating with others, both internally and externally.
You are not afraid to ask questions, highlight shortcomings you see, and propose solutions while being pragmatic and solution-oriented.
You have an understanding of how law, governance, and operational benefit are interconnected.
To succeed in the role, we see that you have good knowledge of Swedish, both spoken and written, as well as very good knowledge of the Office suite.
