Job Responsibilities
On April 1, 2026, the City of Gothenburg's new collective agreement regarding harassment, sexual harassment, and reprisals will come into effect.
We are therefore looking for an HR specialist who will have a strategic primary responsibility for implementing the agreement and ensuring uniform and legally secure working methods throughout the administration. The position strengthens our group within work environment and health and involves a central expert role.
You will lead the work related to the agreement, develop processes and routines, and be responsible for methodological support within fact-finding and the city's investigation procedures. The role also involves conducting and ensuring the quality of internal investigations in complex cases and providing qualified support to managers and HR in situations that are often both sensitive and challenging.
Your assignment also includes:
- training and implementing competency initiatives for managers and internal HR
- monitoring and analyzing how the administration complies with the agreement, including preparing and assisting in any union dispute negotiations in the area
You will work closely with HR colleagues in work environment, labor law, rehabilitation, and contribute together with them to a qualified and sustainable long-term support for the entire organization.
Qualifications
We are looking for a candidate with an academic education of 180 credits in areas such as HR, work environment, behavioral science, or equivalent. You have completed training in the fact-finding method, at least steps 1 and 2. You also need to have extensive and well-documented experience in investigative work related to work environment, harassment, and other complex individual cases. You have experience of working both operationally and strategically in larger organizations.
Your competence includes very good knowledge of laws and regulations in the area, including the Discrimination Act and work environment legislation. You also have experience of union cooperation and negotiation, as well as conducting training and leading development processes in your area. If you have also worked in the public sector or driven development work, it is an advantage.
As a person, you are analytical, professional, and confident even when situations are complex or sensitive. You work in a structured manner, with high integrity and the ability to handle issues that can sometimes be conflictual. You build trust, contribute to stability, and lead with clarity, while having a genuine interest in collaboration. The role suits you if you thrive in a combination of strategic development work and practical investigation, where you contribute expertise in methodology and ensure quality in both process and results.
