The Office for Building, Living, and Environment has a new organization since autumn 2024 and has since been working on the exciting and challenging task of developing, adapting, and clarifying work methods based on the new organization's conditions. The Planning and Development Department has made good progress in this work, and now we are looking for a leader who can show the way and continue the ongoing development journey.

The Planning and Development Department is one of three departments within the office, the other two being the Technical Department and the Building and Environment Department. The Planning and Development Department, which consists of 10 employees, has three main areas of responsibility: planning, land and development, and GIS. Together, we are responsible for the municipality's urban development projects in many respects. The department is responsible for comprehensive physical planning, detailed plans, land and development issues, and activities within GIS.

Planning and Development Manager

Job Responsibilities

The Planning and Development Manager is responsible for driving and developing the work within the department in an economically and quality-assured manner. You report to the head of the Office for Building, Living, and Environment and are also part of the office's management team together with the other department heads.

The role mainly includes the following:

• Personnel, budget, and operational responsibility.
• Responsibility for the development of comprehensive plans, planning programs, and detailed plans.
• Establishment of development agreements.
• Conduct real estate purchases and sales.
• Establish land allocation agreements and purchase contracts.
• Conduct negotiations with developers.
• Establish lease agreements.
• Be responsible for investigations within the community building area.
• Be an active leader who motivates your employees and serves as a sounding board.
• Actively contribute to the city's development with expertise in community building.

As the Planning and Development Manager, you will also have many internal and external contacts and close cooperation with municipal management and decision-makers as well as other operational areas within the municipality. As a representative of the municipality, it is important to have a good understanding of the political direction. In your role, you will have both strategic discussions with politics and conduct development work together with your employees.

Additional Information

Nykvarn Municipality is a Finnish administrative area, and we consider it an advantage if you speak Finnish.

For this position, you must have a B driver's license. 

Qualifications

To succeed in this role, you have an academic degree in surveying or community building or other education that the employer deems equivalent. You have previous managerial experience in the field of community building with personnel, budget, results, and management responsibility. We see that you have a good ability to express yourself verbally and in writing in Swedish and have a good understanding of the political agenda and how it affects the organization. You are well versed in applicable legislation and its application.

It is particularly advantageous if you have experience in land and development issues as these are a special focus. Furthermore, it is advantageous if you have experience from surveying.
