Department Manager, Social Services Department

The Northern Inner City district consists of the central parts of Stockholm, Norrmalm, and Östermalm. Here, we work to provide our 155,000 residents with the best services in areas such as preschool, social services, elderly care, and urban development. Welcome to us
The Social Services Department works with various forms of support and services for residents.
The department is responsible for social issues related to children, young people, and adults with various needs and focuses. Here, you will also find preventive work in the form of youth activities, youth clinics, and field assistants. The department consists of six areas. Within each area, there are a number of units. Area managers and unit managers have budget, personnel, and operational responsibilities. As support for the department, there is a departmental support directly under the department head. The Social Services Department has approximately 350 employees.

We offer an exciting and developing role where you lead the transition towards a new social service with a focus on the people of Stockholm. You will have the support of competent colleagues, a strong sense of community, and a collegial management team. Your main workplace is at Garnisonen, one of the department's two administrative offices.
Your role
As the department manager, you will lead and develop the department together with other departments, managers, and employees with a focus on the people of Stockholm, but also for those temporarily staying in the district. You have the overall responsibility and drive the operations in accordance with decisions made, as well as follow up on the department's clearly defined goals. You initiate and drive important collaborations and find new forms of cooperation both internally and externally. In addition to driving our quality and development work, an important task will be to prepare the operations for the new Social Services Act, which will come into effect on July 1, 2025. You are part of the management team and report to the district director.
Your skills and experience
We are looking for someone who has
- a degree in social work or another academic qualification deemed equivalent by the employer
- solid current experience in social services in a politically governed organization
- several years of current managerial experience, with budget, personnel, and operational responsibilities
- experience in change management and leading through other managers
- experience in operating in and understanding complex organizations
- good knowledge of relevant legislation and other regulations such as the Social Services Act, the Act concerning Support and Service for Persons with Certain Functional Impairments, employer, and occupational health and safety issues
- good ability to express yourself in Swedish, both verbally and in writing.
It is advantageous if you have
- current experience in several areas of social services
- experience in a similar role in municipal operations, for example, within the City of Stockholm.
To succeed in the managerial role, we want you to be accustomed to collaborating to achieve common goals and have the ability to communicate with others in an open and receptive manner. You are good at motivating and supporting your employees so that they can achieve their goals. You are clear in your communication and ensure that messages are delivered and expectations are clear to all involved. Furthermore, you are development-oriented and willing to try new working methods as the world changes.
Your work is guided by clear goal and results thinking, and you prioritize, plan, and act accordingly. As a department manager, you need to have a holistic view and consider the best interests of the entire operation in your actions and decisions.
