The National Operations Department (Noa) is responsible for maintaining a strategic national overview of crime in Sweden and leading the development of crime-fighting capabilities. Furthermore, Noa is responsible for national and international coordination of crime-fighting activities as well as highly specialized and unique police operations that complement the police regions as needed. The Financial Police, the National IT Crime Center, and the joint efforts against organized crime are located within the department.
The Unit for Crime Fighting Development (UB) is responsible for coordinating, targeting, and prioritizing the strategic system-influencing development of capabilities, and works to ensure that the Police Authority has a relevant crime-fighting capability over time. This is done by continuously analyzing, understanding crime trends, and continually adapting capabilities. Development work is based on operational issues and is done in close collaboration with the rest of the Police Authority.
Job Description
The role of the Chief of the Crime Fighting Development Unit
In a world characterized by rapid, unclear, and complex changes, Noa's operational and strategic capacity is challenged. The demands for adaptive strategies and decision-making that can handle both current and future problems are increasing, as are the demands on Noa's adaptability and innovation capacity. As challenges grow, so do the requirements for Noa's leaders to be equipped with the right skills and approaches to navigate a rapidly changing world. Noa must strengthen its ability to collaborate both nationally and internationally. This requires leaders and a management structure that can handle and integrate large amounts of information, analyses, and coordination of capabilities in a way that creates conditions for operational effectiveness. Furthermore, a culture of continuous learning is required, where individuals have both the ability and the mandate to take responsibility.
As the Chief of UB, you report to the Head of Department for Noa and are part of Noa's strategic management group, where you together are responsible for executing missions and creating conditions for the development of the agency's capabilities. You have special responsibility for UB's operations, development, and results, and have a clear overall perspective in your way of leading and adapting capability development. As a unit manager, you represent the entire Police Authority both internally and externally and work to strengthen trust in police operations. You create conditions and work for good relationships that contribute to us acting together in the best interest of citizens and the overall mission. You place the crime-fighting mission at the center, enhancing understanding, collaboration, and development. You are expected to lead your operations through missions and by applying a developmental leadership style in relation to your environment.
Qualifications
This is an opportunity for you who have:
- at least a couple of years of experience in driving and leading in a complex organization through and together with other managers
- several years of experience, with good results, working goal- and result-oriented to achieve operational results
- solid experience in successfully and persistently driving and leading change that develops operations and provides operational effectiveness
- been part of a management group
- an academic degree relevant to the function and/or a police degree
- Swedish citizenship
You have a proactive approach and the ability to translate changes in the environment into your own mission. You are exploratory in your way of working, and you lead by working on capability development based on operational issues. Your holistic view and your ability to challenge and contribute to the crime-fighting mission are assets in your daily work. You will collaborate with both internal and external parties and create conditions to harness the power of solving the problem together. The position offers you an opportunity to influence the police's capabilities in both the short and long term.
