Officer with Responsibility for NATO-Related Issues

Your Responsibilities and Tasks
As an officer responsible for NATO-related issues in the International Relations Unit, you will work as an integrated part of an existing NATO function consisting of about five colleagues.
You are responsible for supporting knowledge, (environmental) analysis, and a government-wide overview regarding civil preparedness issues in NATO, including those addressed in the Civil Protection Group (CPG) under NATO's Resilience Committee. You should be able to adopt a cross-government perspective when preparing various NATO issues and consider synergies between different operational areas. To succeed in these tasks, you will need to engage in broad dialogue regarding NATO issues, as well as related EU and international matters with operational managers and experts within the agency, as well as externally with the Government Offices and other actors within the preparedness system. The role also includes coordinating and contributing to the development of NATO-related training for both MSB staff and other actors in the Swedish preparedness system.
Overall, your efforts within the framework of the position will contribute to the strategic development of civil defense as part of total defense, with a focus on the NATO perspective.
In addition to NATO issues, you are expected to actively contribute to other processes within the unit where there are synergies, regarding examples such as the EU, individual multilateral and bilateral contexts, and so on. Travel is part of the position.
Your Knowledge and Competencies
We are looking for someone with relevant academic education. You possess knowledge of EU, NATO, and international work, security and defense policy, and civil protection, preparedness, and crisis management. Furthermore, you have previous experience from an authority or organization responsible within the framework of Swedish total defense. You also have:
- good analytical skills and experience in tasks involving the collection, processing, and compilation of complex information.
- good ability to express yourself in speech and writing in both Swedish and English.
It is advantageous if you have:
- experience in international coordination
- experience in project management
- experience in planning and conducting knowledge-enhancing activities, training, and exercises
- experience in communication work

About the Employment
We offer you a six-month temporary position, with the possibility of extension. Your place of employment will be Stockholm at our Tomteboda office, and travel is part of the employment.
Swedish citizenship is a requirement for employment at MSB as it involves placement in a security class. For employment, a satisfactory result in the security screening with background check is required, conducted in accordance with the Security Protection Act.
About Us
The International Relations Unit in the Department of International Relations, Research, and Innovation is responsible for developing the overall direction for the agency's EU and international cooperation based on prioritized operational areas. The unit supports the agency's management and other departments by, among other things, coordinating participation in various EU and international forums, preparing materials for instructions before meetings, providing knowledge and qualified analysis based on forward-looking environmental monitoring, and providing compilations, routines, and guidance.
The coordination of MSB's engagement in various NATO-related issues is an important part of the unit's mission. This includes, among other things, coordination before meetings in and/or related to the highest committee for resilience and crisis preparedness issues in NATO, the Resilience Committee, and its underlying planning groups, including the Civil Protection Group (CPG), in which MSB participates. The unit is also responsible for other related meeting activities and providing support for participation in/conducting NATO-relevant training, seminars, exercises, etc. MSB's engagement in NATO-related work is guided, among other things, by the government's framework instruction for civil preparedness work within NATO.
In addition to NATO-related issues, the unit is responsible for the overall coordination of the agency's EU work, Nordic cooperation, and bilateral contractual cooperation with the USA and Canada. The department is also responsible for coordination within the framework of the Council of the Baltic Sea States (CBSS) and reporting in relation to the EU's strategy for the Baltic Sea region as well as issues concerning various multilateral and bilateral collaborations. The unit is also responsible for coordination and support for other departments within MSB and other Swedish actors regarding EU funding procedures. Within the department, there is also a unit for research and innovation. Close collaboration occurs between the units in the department and with other relevant parts of MSB's operations.
